The Kansas State Board of Healing Arts, created in 1957, is the licensing and regulatory Board for many health care providers in Kansas. The Board is comprised of 15 members:

  • 5 Medical Doctors (M.D.)
  • 3 Osteopathic Doctors (D.O.)
  • 3 Chiropractic Doctors (D.C.)
  • 1 Podiatric Doctor (D.P.M.)
  • 3 public members.

Professional Councils were established by statute for each of the allied health care professions licensed and regulated by this agency. These Councils are typically comprised of members of the respective profession, a licensed physician, and a member of the Board. Their role is to advise the Board in carrying out the provisions of their practice act.

Compensation:

  • Salary Range: $60,000 - $75,000/annual

Note: Salary can vary depending upon education, experience, or qualifications.

Position Summary & Responsibilities:

Human Resources Manager

The Kansas State Board of Healing Arts (KSBHA) is looking for an experienced, strategic Human Resources Manager to lead the agency’s HR program. This is a key leadership role responsible for building a strong, effective workforce while ensuring compliance with federal and state employment laws, regulations, and agency policies.

The HR Manager provides guidance to the Executive Director, and agency leadership on employee relations, recruitment, compensation, performance management, and organizational development.

The ideal candidate brings strong knowledge of human resources practices, employment law, classification and compensation, employee relations, and recruitment—and has communication skills to navigate sensitive workplace issues with professionalism and discretion.

Duties include but are not limited to the following:

  • Oversee classification and compensation, recruitment, employee relations, benefits, performance management, training, records management, and workforce planning.
  • Provide strategic guidance on staffing needs, organizational development, salary determinations, position management, and disciplinary matters.
  • Direct agency-wide recruitment and selection efforts, promote diverse and qualified applicant pools, participate in career fairs, and ensure hiring practices comply with all applicable requirements.
  • Lead the resolution of grievances, discrimination complaints, and workplace concerns while advising supervisors on performance and disciplinary matters.
  • Serve as the agency’s primary classification and compensation analyst, reviewing position descriptions, classification requests, salary levels, and FLSA status.
  • Serve as the agency’s ADA and EEO Coordinator and oversee the Affirmative Action Plan and compliance with applicable Kansas and federal employment laws.
  • Oversee training initiatives, the Learning Management System (LMS), tuition assistance, and other employee development programs.
  • Lead workforce planning efforts, staffing projections, salary and overtime budgeting, and strategies to meet the agency’s evolving needs.
  • Supervise and develop one administrative staff member while ensuring high-quality administrative and customer service support.

Minimum Requirements:

  • Two or more years’ experience supervising others at the administrative/management level.
  • 1+ year of experience in human resource management.

Preferred Requirements:

  • Prefer three to five years of experience in human resource management.
