Duties
Exercises technical responsibility for the management of the automated human resources (HR) information system and applies data systems skills and practical HR management expertise to effect smooth operation. Provides technical advice and guidance to the Human Resources Officer (HRO), functional chiefs, other HR Specialists, and clerical staff in operation and maintenance and on capabilities available in DCPDS to assist them in their day-to-day decisions and to help them obtain maximum utilization of the automated system. Provides management advisory services to customers requiring knowledge of each specialized human resources area. Directs, monitors, and controls operations and maintenance of the DCPDS system. Serves as primary representative for training issues related to information systems in HRO. Determines training requirements on all HR and payroll information systems and advises office staff as to the kind and frequency of training deemed appropriate. Plans, in conjunction with supervisor, for acquisition and maintenance of hardware and software to meet local requirements. Determines placement and numbers of printers, CPUs and additional equipment to support automation needs in the HRO. Provides guidance and assistance to HR management officials in developing self-help evaluation DCPDS products. Manages the system security management program including performance of access control management, accountability verification and validation of resources, system backup and recovery, virus detection and elimination. Performs other duties as assigned.

Qualifications
General Experience:
Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems.
Specialized Experience:
GS-11 level must have at least 36 months experience, education, or training involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements. Experience assisting in the development of Human Resources policies and procedures. Experience advising management on Human Resources principles and practices.

**-- Knowledge of a variety of HR management functions to coordinate actions relating to information systems changes and requirements.
-- Knowledge of, and skill in applying a wide range of HR concepts, practices, laws, regulations, policies, precedents, rules and procedures of National Guard full-time employees (dual status (DS)/non-dual (NDS) status, Active Guard Reserves, Active Duty Special Work (ADSW), etc.), as they relate to system processes/functions capabilities and the infrastructure supporting the HR information system, sufficient to provide advice and guidance to state level HR management.
-- Knowledge of the relationship between management needs and National Guard goals and objectives, to include the differences between the philosophies of the Army National Guard versus the Air National Guard.
-- Basic knowledge of common gateway interface (CGI), client-server environments, trace route, internet protocols addresses, port identification to help resolve printer, client- server issues.
-- Ability to communicate both orally and in writing sufficient to develop and present organizational and position analyses to management to gain acceptance and understanding of findings and recommendations.
-- Skill in conflict resolution and team building.**
