About The Role We are seeking an International HR Officer on a consultant/freelance basis to manage and streamline the complete onboarding and administrative lifecycle of international site supervision teams. Acting as a key administrative pillar, you will ensure total compliance with local Romanian labor regulations while facilitating seamless international mobility for technical personnel deployed on global projects. This role requires a hands-on professional with strong knowledge of Romanian employment legislation, international mobility processes, and employee support services.
The successful consultant will act as a trusted point of contact for both employees and managers, ensuring a seamless employee experience while maintaining full compliance with local labor and immigration requirements.
Key Responsibilities
- Draft, review, and issue compliant local employment contracts for incoming international site supervisors.
- Coordinate end-to-end onboarding operations to ensure smooth integration into the company's operational framework.
- Gather, review, and submit all required documentation for A1 posted-worker certificate applications.
- Monitor A1 application lifecycles and ensure total regulatory compliance for cross-border assignments.
- Collect and verify candidate data required for mandatory Romanian administrative registrations.
- Process, encode, and maintain up-to-date employee records in official national databases, specifically REGES (Revisal).
- Accurately encode, update, and maintain comprehensive employee records within internal HR systems.
- Serve as the primary liaison with external tax advisors regarding expat tax strategies, payroll integration, and social security compliance.
- Collaborate directly with the Romanian payroll provider to coordinate monthly payroll execution and resolve operational payroll queries.
- Manage local vendors and service providers to arrange temporary accommodation for newly arrived international employees during the onboarding period (approximately one week while obtaining NIF and A1 documentation).
- Serve as the main contact for employees and managers, supporting relocation, medical checks, travel expense reimbursement, timesheet approvals, and employment-related queries.
Key Requirements
- Proven track record in HR administration, payroll preparation, or international mobility operations within Romania.
- Strong working knowledge of Romanian labor law, mandatory labor registry tools (REGES), and EU cross-border posting regulations (A1 certification).
- Hands-on experience collaborating with external audit/tax firms and local payroll service providers.
- Business fluency in English and Romanian is mandatory.
- Registered freelancer / independent consultant capable of invoicing services under a 3 days per week agreement.

- Experience in high-visibility international engineering and construction projects.
