Housing Management Specialist

Duties

The selectee is the assistant to the Area Housing Officer (AHO), and Team Leader in supporting role. Participates fully in the administration, operation, and management of the Coast Guard Leased and Owned Housing programs, Unaccompanied Personnel Housing (UPH), Inter Service Support Agreements (ISSAs), and Memorandum of Agreements (MOAs) between the Coast Guard and other Armed Forces, Federal and State agencies within the area of responsibility (AOR) for Base Miami Beach (BMB).

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:

• Advising Local Housing Authorities (LHAs), CG-owned housing managers, Commanders, Commanding Officers, and Officers-in-Charge of units located within BMB AOR, leased housing lessors, and various federal, state, and local regulatory agencies of utilization and administration, and resolution of problems of leased housing program, ISSAs, MOAs, and owned housing programs including UPH.
• Managing the leased housing program, ISSAs, MOAs, and owned housing programs including UPH; preparing information for the AHO and making recommendation for leased housing allocations with BMB AOR through studies and surveys of available community assets.
• Evaluating, planning, scheduling, monitoring, and coordinating activities for BMB Housing Program, e.g., occupancy requirements, lessor maintenance, occupant relations and other related management practices.
• Controlling and arranging for the repair, storage and distribution of equipment and furnishings and the programming of funds for their replacement.

Qualifications

Applicants must have one year of specialized experience equivalent to the GS-09 grade level (in the Federal sector). Specialized experience is experience that has equipped you with the particular knowledge, skills, and ability to successfully perform the duties of this position and is typically in or related to this line work. Examples of specialized experience include: independently managing leased and owned housing; developing and implementing a housing inspection program; planning, scheduling, monitoring and coordinating activities of a housing program (e.g., occupancy requirements, lessor maintenance, occupant relations, etc.); developing an occupant relations program; administering a maintenance and repair program for housing; and coordinating a housing referral program.

At least one of the following if using education to qualify at this grade level:

(A) a Ph.D. or equivalent doctoral degree;

OR

(B) 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR

(C) A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND education graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
