Highway Maintenance Worker V: Resident Maintenance Foreman

About This Role

This role involves supervising maintenance foremen and crews in road and bridge construction, repair, and preservation within Dorchester County. The foreman organizes schedules, safety training, and various maintenance activities, ensuring timely completion and safety. This position suits a candidate with strong supervisory skills in highway maintenance, capable of managing teams and operations, especially during emergencies.

Responsibilities

• Supervise foremen and/or crews in various construction, repair, and preservation activities of roads and bridges within Dorchester County
• Organize maintenance crews schedules and safety training
• Train in major activities including driveways, signage and pavement markings, drainage structures, litter/debris removal, vegetation management, bridge maintenance, ditch/shoulder operations, patching/paving, and other special operations
• Assist the Assistant Resident Maintenance Engineer with the investigation and assessment of field complaints related to highway maintenance to ensure response and safety
• Update assessment data and run reports in the highway maintenance data management system for crew foremen
• Conduct weekly work zone and jobsite hazard analysis inspections
• Monitor CDL Pre-Trip Inspections
• Maintain weekly and monthly reports, time sheets and cost records
• Check data entries such as DWRs, inspections and work requests for accuracy
• Prepare orders for stockpile or direct purchase materials needed for major maintenance operations
• Complete all orders for materials and other reports in a timely manner
• Ensure sufficient quantities of materials are available for all scheduled and unscheduled work
• Monitor/review section shed and maintenance facility operations to assure that supervisors and employees are maintaining cleanliness of facility, equipment, and storage stall areas
• Supervise the preparations for required monthly, quarterly and annual inspections
• Manage maintenance crews in emergency and inclement weather operations, which may include being available for extended working hours or 12-hours shifts
• Supervise the setup of emergency detours according to the SCDOT Work Zone Traffic Control Manual and Field Guide to warn motorists
• Recommend personnel actions including promotions, transfers and disciplinary action measures, coach and counsel employees
• Rate employees annually utilizing the Employment Performance Management System
• Perform other related duties as assigned

Requirements

• Five (5) years of related work experience; or an approved acceptable equivalence
• Valid motor vehicle operator -s license
• Attainment of a Class A Commercial Driver's License (CDL) within six (6) months of placement in the position
• Ability to bend, stoop, reach, twist, climb, balance, kneel, push, pull, grasp and physically manipulate objects of varying size, shape, weight, and material
• Ability to lift up to 50 lbs.
• Ability to walk for extended periods, tread rough and uneven terrain, and work in close proximity to motoring traffic and natural environmental hazards
• Willingness to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies
• Ability to work frequently exposed to outside environment in all weather conditions, noise, and oil or grease on a daily basis
