Duties

-- Assists in planning, controlling, directing, organizing, and implementing all medical
administrative, operational, training, and personnel activities designed to ensure medical
readiness of the unit.

-- Reviews and determines medical care, as related to aeromedical evacuation
procedures, ensuring the highest level of care is provided. Conducts statistical analysis
and identifies trends in core competencies, crew currencies, and proficiencies. Develops,
consolidates, and compiles data, evaluates program effectiveness, prepares reports, and
briefs Executive Management team at Squadron, Group, and Wing level, as well as higher
headquarters.

-- Establishes and is responsible for on-the-job (OJT) training, the sustainment training
program for enlisted personnel, proficiency training, and acts as trainer and certifying
official. Determines training needs, schedules personnel for appropriate training, and
conducts follow-up review to ensure appropriate training has been accomplished.

-- Performs as flight instructor/examiner to ensure operational readiness of medical
specialists on actual and/or simulated aeromedical evacuation missions. Serves on the
unit Review and Certification Board and conducts initial, re-qualification, and periodic flight
standardization/evaluation checks of assigned medical specialists.

-- Monitors, observes, and records medical crew activities prior to, during, and after in-flight
missions. Briefs simulated patients on their roles during missions.

-- Performs as a Charge Medical Technician or Medical Technician on large multi-engine
transport aircraft during dedicated aeromedical or combined aeromedical/airlift missions.
Participates in medical crew briefings and procures required equipment and/or supplies
for the aeromedical mission.

-- Ensures patients, equipment, and supplies are secured prior to flight. Assists the flight
nurse in providing medical treatment, including administering medications, monitoring vital
signs, applying bandages, changing dressings, and operation of medical equipment.

-- Compiles reports of deficiencies and achievements of periodic inspections of unit
activities. Recommends corrective actions to Senior Health System Specialist/Squadron
Commander, as appropriate, for improving unit operations. Interprets regulations and
resolves administrative problems pertaining to the operation of the unit.

-- Manages the unit Communications Security (COMSEC) program. Plans, organizes,
controls, and implements all required actions for managing COMSEC account, including
inventory, destruction, storage, and maintenance of COMSEC material. Provides training
on COMSEC procedures and requirements.

-- Schedules physical examinations and immunization of unit members and makes
necessary arrangements with the host medical facility for their accomplishment.

-- Conducts public relations appearances and speaking programs in support of recruiting
activities. Coordinates all aspects of enlistment actions with appropriate base activities to
ensure timely accession to the unit.

-- Assists the Senior Health System Technician in the recruiting program to ensure full
manning of the unit. Maintains close liaison with recruiting sources in the military/civilian
populous to include medical and academic institutions.

-- Performs other duties as assigned.

Qualifications

**The basic qualification requirements are indicated below.  These requirements must be met in addition to all military requirements and selective placement factors indicated in order to be considered qualified for this position. 

GENERAL EXPERIENCE:**  All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in a career skill competency level immediately below the next higher level. Must have validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE (GS-09):  Have military or civilian working experiences and knowledge of the basic principles and practices related to the management of health care delivery systems. Military or civilian working knowledge is required in general clerical procedures; medical terminology; regulations, and directives; medical ethics; health records administration; principles of coding; and anatomy or physiology programs. Must have at least 12 months military or civilian experience at a novice competency level in one of the medical service core functions, which are prescribed as: Health facilities, health plan management, medical resources, health care information management and information technology, medical logistics, or medical readiness (including aeromedical evacuation). Have military or civilian working experiences and knowledge in analyzing and recommending solutions to complicated problems. Experienced in developing and implementing various policies and procedures used in the state medical programs. Experienced in various administrative areas such as budget, personnel and public relations within a medical unit or medical activity.

Length of time is not itself qualifying.  The applicant's experience will be evaluated on the basis of duties performed rather than strictly on the rank of the individual.  The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position.
