Summary Health Operations Support Team Health Services Administrator provides mobile assistance for daily healthcare operations in IHSC-staffed facilities and special missions. They ensure compliance, manage personnel, monitor contracted services, & support IHSC initiatives. Requires leadership, adaptability, supervisory healthcare management expertise & up to 50% travel.

USPHS Call to Active Duty (CAD) candidates are not eligible for this position.** Duties Duties And Responsibilities Responsible Health Authority

  • Serves as the Responsible Health Authority (RHA), overseeing day-to-day healthcare operations, including fiscal, personnel, supply, engineering, medical records, and housekeeping functions.
  • Ensure compliance with applicable policies, accreditation standards, laws, and regulations.
  • Chair the local leadership team (TRIAD) alongside the Clinical Director and Nurse Manager to ensure consistent, high-quality care.
  • Approve facility schedules to support mission requirements.
  • Maintains a collaborative working relationship with ICE-Ero, Custody, and outside agencies as applicable.
  • Serve as the point of contact for facility COOP planning and sentinel events.
  • Provide staffing recommendations to ensure adequate levels based on patient care needs.
  • Address patient issues, investigations, and problem resolution independently.
  • Formulate and facilitate responses to patient inquiries and grievances.

Supervisory Responsibilities

  • Supervise and mentor key personnel, including the Assistant Health Services Administrator (AHSA), Facility Healthcare Program Manager (FHPM), Facility Training Officer (FTO), and Facility Health and Safety Officer (FHSO).
  • Provide administrative supervision to government employees within the rating chain and manage personnel issues.
  • Plan, direct, organize, and coordinate administrative operations.
  • Collaborate with leadership on personnel and operational matters, providing resolutions to complex issues.
  • Ensure confidentiality, security, and integrity of health records.

Government Technical Monitor

  • Monitor contracted services, including staffing, translation, laboratory, hazardous waste disposal, equipment inspection, radiology, and other services.
  • Monitor on-site contracts to ensure services rendered are consistent with the contract.
  • Collaborates with Headquarters contracting officer representative (COR) to ensure compliance with Federal Acquisition Regulations (FAR) and address technical or contractual issues.
  • Review invoices and vouchers for accuracy and compliance with the Prompt Payment Act.
  • Serves as local liaison for language services and laboratory service contracts.

Accreditation/Policy

  • Administer and monitor policies, procedures, and objectives for IHSC programs, including staffing, training, records management, clinical services, nursing, behavioral health, pharmacy, dental, and administration.
  • Develop and implement local operating procedures (LOPs) aligned with IHSC policies and accreditation standards.
  • Monitor compliance with DHS/ICE/IHSC policies and accreditation standards (ACA, NCCHC, PBNDS, FDS).
  • Serve as the primary representative for IHSC during incident reviews involving use of force.
  • Reviews all employee files, to include training, credentialing, health and personnel to ensure compliance with IHSC policy and applicable accreditation standards.
  • Ensures all employees receive an in-depth initial orientation and annual refresher training thereafter.

Monitoring and Reporting Requirements

  • Ensure timely completion of required documentation, reports, and mission-related data.
  • Monitor incidents, sentinel events, and potential litigation situations, documenting corrective actions.
  • Ensure all required meetings are held and documented in compliance with established policies and accreditation standards.
  • Monitors and ensures completion of electronic health record (eHR) daily tasks.
  • Evaluate the impact of healthcare delivery through organizational assessments and operational monitoring.

Taskings

  • Serve as the point of contact and liaison for facility taskings.
  • Provide education and training to facility personnel on IHSC tasking processes.
  • Delegate and monitor timely completion of taskings and ensure accuracy of responses.
  • Submits final responses and supporting documentation.
  • Manages Tasking timelines and expectations.

Resource Management

  • Manage the medical facility budget and ensure fiscal responsibility.
  • Iversee government-furnished property and supplies, ensuring they meet mission requirements.
  • Communicate resource, equipment, personnel, and funding needs to appropriate authorities.
  • Oversee the local government purchase program (P-Card) ensuring the proper level of medical equipment and supplies are available and accessible for full-time Clinic operations.
  • Serves as liaison with RMU assets to address contracting issues related to services and staffing contracts.
  • Maintain continuity of contracted services for daily operations.

Administrative

  • Travel up to 50% to provide onsite support and consultation.
  • Serve as a subject matter expert (SME) for time-sensitive data and information requests.
  • Act as liaison between ICE and custody to address concerns impacting the facility.
  • Represent IHSC during high-level tours, including media, Congressional, and Senatorial visits.
  • Conduct special projects and program management as directed by Deputy Chief.
  • Other duties as assigned.

Requirements Conditions of employment

  • Service Remaining Requirement Agreement: Upon appointment to this position, officers will be required to serve an 18 to 24-month commitment to IHSC.
  • ASSIGNMENT PAY AGREEMENT: You must not have a current Assignment Pay Agreement. However, if you have a current Assignment Pay Agreement, it must be fulfilled within 90 days of your application submission.
  • Applicants must be a current USPHS Commissioned Corps Officer.

USPHS Call to Active Duty (CAD) candidates are not eligible for this position.

Civilians are not eligible for this position.

  • PHS officers must participate in IHSC TDY On-Call Schedule (ITOS.) ITOS is either an entire month or two 16-day periods a year where, depending on the needs of the agency, the officer is required to be available to serve.
  • Please note that upon selection, the candidate must live within 50 miles of an IHSC Field Office.

Qualifications PHYSICAL DEMANDS:

  • This position is considered hazardous duty in a detention setting.
  • Ability to walk unaided, jog/fast walk up to ¼ mile, and lift objects over 30 pounds.
  • Perform CPR/emergency care standing or kneeling.
  • Must have the ability to assist sick, injured, or aging detainees or staff exiting the building (may require lifting, dragging, wheeling, or carrying someone who weighs significantly more than self).
  • Work in stressful and austere environments without physical limitations.

Education Required Knowledge, Skills, And Abilities

  • Master's degree in healthcare administration or related health field preferred.
  • Minimum of three years of leadership experience, two years of program management experience, and two years of personnel management experience as a uniformed service officer.
  • Maintenance of clinical license (if applicable) and fulfillment of licensing obligations.
  • Eligible for DHS Secret Clearance, U.S. Government Official Passport, Level II Contracting Officer Representative (COR) Certification (within 12 months of hire), and CPR/BLS certification.
  • Knowledge of healthcare delivery systems and issues affecting special populations.
  • Flexibility and adaptability to sudden changes in schedules and requirements.
  • Strong decision-making, analytical, and problem-solving skills.
  • Ability to respond 24/7 to staff for consultation.
  • Correctional health experience preferred.

Additional Information Administrative Duties Continued

  • Conducts all facility tours, including media, Congressional and Senatorial offices, representing IHSC.
  • Participate in workgroups or committees as directed by Deputy Chief or Chief of HOU.

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of Deputy Assistant Director of Health Systems Support (DAD-HSS), Health Operations Unit (HOU). The Health Operation Support Team (HOST) Health Services Administrator (HSA) will report directly to the Deputy Chief of Health Operations. This is a supervisory program management officer position.

Incumbent serves as a Health Services Administrator for the Health Operations Unit. The incumbent is responsible for providing administrative oversight and operational support to IHSC facilities across the nation. The HSA plays a critical role in ensuring compliance with policies, accreditation standards, and regulations, while driving improvements in healthcare delivery and operational efficiency. This position may also involve serving as Officer in Charge (OIC) for newly established or temporary medical operations.

IHSC provides direct care daily to approximately 15,300 detainees housed at 17 designated facilities throughout the nation. The health care provided includes medical, dental, and mental health care, and public health services. IHSC provides medical case management and oversight for an additional 22,600 detainees housed at approximately 112 non-IHSC staffed detention facilities daily across the country. In addition, IHSC oversees the financial authorization and payment for off-site specialty and emergency care services for detainees in ICE custody. The ICE detainee population is approximately 34,000 detainees daily, with an average length of stay of approximately 30 days, surpassing 400,000 detainees annually. IHSC provides medical support during ICE enforcement operations in the air, on the ground and at sea.

Supervisory Controls The incumbent reports to the IHSC Deputy Chief of HOU, with the IHSC Chief of HOU serving as the second-line supervisor and rating official. Assignments are broadly defined, requiring independent planning, organization, and decision-making. Work is reviewed for attainment of objectives, with judgment and innovation required to adapt guidelines and policies to specific situations
