About This Role

This role involves leading a new service focused on simplifying HR processes across the ministry, extending existing initiatives, and enhancing digital transformation within the HR ecosystem. The successful candidate will articulate HR transformation projects with the modernization of the digital ecosystem, leveraging existing units while integrating the specific HR chain of the Ministry of Armed Forces and Veterans.

Responsibilities

• Pursue and extend a system for simplifying HR processes across the ministry, including instruction and follow-up
• Promote the actions undertaken within this system
• Articulate HR transformation projects and the modernization of the digital ecosystem in a relevant and sustainable manner
• Identify synergies and evolutions among three existing units while ensuring their capacity to continue major activities for the ministry (information system projects, maintenance of over a hundred SI assets, AI development for HR use cases, ongoing support for sectoral HR projects)
• Identify technical and human milestones to ensure the success of the OPERHA project
• Plan the implementation of the OPERHA project, focusing on change management
• Ensure the identification, full involvement, and commitment of project contributors at all levels
• Ensure convergence between digital activities of the existing ecosystem, OPERHA project initiatives, and the evolution of HR professions within the ministry's specific constraints
• Cooperate closely and continuously with the ministry's HR directorates and services
• Take into account the specific HR characteristics of the ministry
• Maintain a complete knowledge of the current HR digital ecosystem
• Implement projects as close as possible to the professions through experiments and local actions combining simplification, digital aspects, and professional evolutions
• Redesign and develop program steering tools and means as deliverables for the directorate, ministry services, minister's office, and interministerial partners
• Define and validate the service's scope, activities, detailed organization, and interactions with the ministerial and interministerial ecosystem within six months of appointment

• Complete knowledge of the current HR digital ecosystem
