Geologist/Petroleum Engineer

Duties

The incumbent is responsible for performing a variety of duties including, but not limited to, the following:

• Providing expertise in the analysis, review, development and implementation of nationwide policy, procedures, and requirements contained in regulations, orders, manuals and handbooks for leasable oil, gas and geothermal resources.
• Providing leadership and technical guidance to the Field Offices for the program areas described above included, but not limited to drilling and operations of Federal and Indian fluid minerals.
• Serving as budget lead for all fluid mineral accounts and assists in the development of portions of the State’s long range programming for the Fluid Minerals programs and monitors the progress.
• Assisting or leading in the development and guidance and technical standards to be applied on a statewide or national basis for the Reservoir Management Program.
• Reviewing and researching applications for suspensions operations on Federal oil and gas leases.
• Monitoring and performing program audits to insure internal consistency and compliance with general BLM regulations as well as State Office policies

Qualifications

Basic Education Requirements:
This is an interdisciplinary position and has a positive education requirement. Applicants must meet one of the following basic education requirements:

• To qualify under the Geologist series you must have A) a degree in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography; or B) a combination of education and experience - course work as shown above, plus appropriate experience or additional education.

• To qualify under the Petroleum Engineer series you must have A) Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. - OR - B) Combination of education and experience-- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. **Specialized Experience Requirements:**For the GS-13: In addition to one of the above Basic Education Requirements, this position requires one year of specialized experience equivalent to the GS-12 level in the Federal service.

In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-12) of the position to be filled. At this level work requires independent judgment and action or decision making and an intimate grasp of the subject matter. Examples of qualifying specialized experience include serving as a senior/lead specialist in minerals exploration, development, and production performing work activities such as analyzing and interpreting policy; evaluating mineral resources; overseeing permit applications and programs; evaluating research; and carrying out inspections. Such experience must have provided knowledge in petroleum engineering/geologic concepts, principles, and practices applicable to oil and gas exploration and development.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
