Duties
Coordinate emergency resources, and assist with the overall execution of activities of the Operations Section of the GACC. Provides operational oversight, guidance, and limited supervision for up to ten support/ supervisory dispatchers and other support personnel.
Participate in allocating resources and prioritizing incidents during periods of fire and non-fire activity and prescribed/planned fires. Coordinate the mobilization, reassignment, and demobilization of resources; ensure appropriate safety measures are taken.
Use predictive services information and analysis, current activity, national activity, and situational awareness to plan, coordinate, and direct center services. Assist in development of office policy and technical guidance of the operational systems.
Coordinate with federal and state agencies for ordering resources through the national dispatch system to support national emergencies.
Provide guidance and determine conformance with established policies, programs and procedures with special emphasis on logistics support and dispatch coordination. Validates and completes flight invoices and provides assistance in agency payment processes.
Participate in developing operating manuals, handbooks, and guides, standard operating procedures, and training opportunities in order to provide appropriate directions, recommendations, and training in the safe and effective mobilization of resources.
Performs wildfire suppression support as directed within training and physical and other duties as assigned. Duties listed are at the full performance level.
Qualifications
You must possess the Basic Requirements identified below to be considered eligible for this position. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
GS-09: One year of specialized experience equivalent to at least the GS-7 grade level; master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a position-related field of forestry or natural resources management; or an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Examples of specialized experience are: Participated in allocating resources and prioritizing incidents during periods of fire and non-fire activity and prescribed/planned fires (intra- and inter-geographic). Assisting in providing guidance and determining conformance with established policies, programs and procedures with special emphasis on logistics support and dispatch coordination (e.g., fire plans, preparedness and readiness of fire equipment and personnel, aviation operations, etc.).
Providing information regarding the status and danger posed by wildland fires, air quality, and transportation disruptions to local governments and media outlets.
GS-11: One year of specialized experience equivalent to at least to the GS-9 grade level; or three years of graduate level education or a doctorate in a position-related field of forestry or natural resources management. or combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university. Examples of specialized experience are: Assisting in the coordinating of the mobilization, reassignment, and demobilization of resources for fire and non-fire incidents. Assisting in developing operating manuals, handbooks, and guides, standard operating procedures, and training in the safe and effective mobilization of resources. Assisting in gathering predictive services information and analysis, current activity, national activity, and situational awareness to plan, coordinate, and direct center services.
Selective Placement Factors:
- A minimum 90 days experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
