Duties
The incumbent will function as the NAS program manager. The incumbent serves as the focal for the District or Service Area to Headquarters, Program Offices, airport user groups, state and city government and the Department of Defense for the implementation and integration of NAS projects and activities.
Provides liaison and coordination of the NAS and plan efforts between technical; operations and air traffic operations. Provides operations advocacy functions for the Districts to the Service Area, Airport District Offices, Flight Standards District Offices, Headquarters and Program offices for critical NAS maintenance and infrastructure.
The incumbent analyzes impacts of proposed projects of NAS operations, monitors projects from all sources for conflicts within technical operations, ensures the implementation plans for transition projects are thoroughly integrated with major NAS plans.
The incumbent works with financial and planning organizations to ensure adequate funding and estimates are available for the projects and programs, and dictates requirements in accordance with District objectives and strategies.
Provides validation of Life Cycle Management needs and coordinates with national, regional, District staff, and contractors in the establishment of projects and in the accomplishment of NAS transition and integration activities.
The incumbent reviews engineering plans and specifications for NAS modernization and transition projects, prepares risk mitigation plans and develops detailed comments addressing maintainability issues for the District.
Qualifications
Basic Qualifications: A. Degree: Successful completion of a full 4 year professional engineering curriculum leading to a bachelor's or higher degree in engineering from an accredited college or university. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. FOREIGN EDUCATION: If degree was obtained in a foreign institution, must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited U.S. Educational Institution in terms of equivalent to a degree acquired at an American college or university. Combination of education and experience-college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (1) Professional registration- Current registration as a professional engineer by any state, the District of Columbia, Guam, or Puerto Rico. (2) Written Test- Evidence of having successfully passed the Engineer-in-Training (EIT) examination or the written test required for professional registration which is administered by the Board of Engineering Examiners. (3) Specified academic courses- Successful completion of at least 60 hours of courses in physical, mathematical, and engineering sciences. (4) Related curriculum- Successfully completion of a curriculum leading to a bachelors degree in engineering Technology or in an appropriate professional field, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional experience acquired under professional engineering supervision and guidance.
To qualify for the General Engineer position, applicants MUST demonstrate work experience in two (2) or more of the engineering disciplines. Applicants should include examples of specialized experience in their Work History.
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-0801-I in the Federal Aviation Administration. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Work experience MUST include but not be limited to:
-Experience recommending improvements to management on projects and reporting project status and incidents.
-Experiencing assisting management in technical engineering requirements including technical scope, schedule and resources.
-Experience advising other organizations regarding current and future engineering projects and programs.
-Experience interpreting technical information and providing guidance to junior engineers and technicians.
