About the role

Summary Description Under the supervision of the Senior Specialist, Leave and Workers Compensation, implements and administers the Montgomery County Public Schools (MCPS) attendance, leave, and workers compensation policies and practices. Responsible for resolving complex employee questions/issues in these areas. Makes determinations on procedural matters regarding attendance, leave, and workers compensation and their application to specific circumstances. Trains Transaction and Call Center staff in the details of these programs and the required processes to provide excellent customer service. Administers and monitors payments from the Montgomery County Self Insurance Fund to eligible employees. Analyzes and recommends process change to improve customer service and to increase the efficiency of the team. Assists in the development of informative communications that provide employees with key information regarding attendance, leave, and workers compensation. Physical Demands: None. Special Requirements: Back up for the call center as needed. Ability to work nights and weekends as required. Annual leave limited during specified timeframes. The hours for the position must align with the open hours of the ERSC Call Center.

Knowledge Skills Abilities Thorough knowledge and experience of MCPS attendance, leave, and workers compensation policies and procedures. Thorough knowledge of federal, state, and local laws as they relate to attendance, leave, and workers compensation. Must be knowledgeable of the Americans with Disabilities Act, the Family Medical Leave Act, Maryland Healthy Families Act and an employees privacy protection under the Health Insurance Portability and Accountability Act (HIPAA). Thorough knowledge of the MCAAP/MCEA/SEIU Local 500 negotiated agreements as they relate to attendance, leave, and workers compensation. Thorough knowledge of the Lawson HRIS and ability to use the system to administer attendance, leave, and workers compensation. Analytic and problem-solving skills. Ability and motivation to provide outstanding customer service and to handle difficult and/or emotional customers. Proficient in Microsoft Excel and Word; knowledge of Access. Ability to use Oracle Discoverer or similar reporting tool. Ability to use technology to increase the efficiency and effectiveness of the work. Commitment to confidentiality of private information. Excellent organizational skills. Self-motivated and able to meet deadlines. Excellent communication and interpersonal skills.

Education Training Experience Associates degree required. Other combinations of education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Three years or more of progressively more responsible experience in workers compensation, leave or related experience in human resources, payroll, garnishments or insurance and retirement processing work. Strong experience in customer support and service. Documented experience working in Montgomery County Public Schools or other public human resources administration or educational institution may be considered.Certificate License:None.
