About the role

Duties

Major Duties: As a Funds Management Specialist, GS-0501-09, you will serve as liaison funds manager in the Financial Services Office with Defense Finance and Accounting Services (DFAS) Operating Location (OPLOC) responsible for the Foreign Military Sales (FMS) program at Hill AFB. You will also:

  • Perform reviews of FMS transactions and analyze problems to assure the validity of data passed to the accounting systems.

  • Determine whether the data is valid or erroneous and if errors are caused by computer programs of input from source data.

  • Identify and research errors occurring in the billing process as a result of base system or base personnel inputs.

  • Act as focal point for the OPLOC in gathering documents or other information needed from base activities to ensure accurate and timely FMS accounting data.

  • Perform other related duties as required.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required.

Specialized Experience: You must have one year (52 weeks) of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within a field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (GS-07), pay band or equivalent. Specialized experience is described as identifying problems and helping in their resolution in systems in which feed into FMS accounting systems; experience with commonly used accounting methods, practices, procedures, and regulations; experience in funding activities of Foreign Military Sales.

Education Substitution: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Combination of Experience and Education: Equivalent combinations of successfully completed post 1 full year of graduate level or superior academic achievement, if related, and specialized experience directly related to the work of the position, as outlined above, may meet the total requirements.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-07 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

Knowledge, Skills and Abilities (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of commonly used accounting practices, procedures, regulations, policies and processes, and the ability to articulate this information to employees, supervisors, budget analysts, and various managers at local and command level.

  2. Knowledge of financial management and accounting structures, and the interrelationship of accounts and the effect of transactions on the overall system of ledgers.

  3. Knowledge of accounting terminology and procedures to enter, modify, retrieve, correct and delete information in a computerized accounting and general ledger system as well as to track discrepancies and resolve problems.

  4. Ability to gather facts, assemble and analyze data reflected in accounting reports; evaluate methods to accurately assess information and make sound decisions; and correct deficiencies.

  5. Ability to communicate effectively, both orally and in writing to justify, defend, present, and/or advise on accounting/disbursing processes/actions.

Part-Time or Unpaid Experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

Volunteer Work Experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
