Job Title: Fundraising and CSR Liaison Officer

Job Location: Dhaka, Bangladesh (with regular travel to Cox’s Bazar and other project locations as required)

Reports to: Country Representative.

JOB SUMMARY: The Fundraising and CSR Liaison Officer (RCLO) is responsible for identifying, developing, and securing funding opportunities to support MedGlobal Bangladesh’s humanitarian and development programs. The incumbent will proactively engage with embassies, bilateral and multilateral donors, UN agencies, Bangladesh Government funding mechanisms, private sector organizations, foundations, and Corporate Social Responsibility (CSR) initiatives to expand MedGlobal’s resource base.

The RCLO will establish and strengthen strategic partnerships with government agencies, NGOs, INGOs, academic institutions, private companies, chambers of commerce, philanthropic organizations, and other stakeholders to position MedGlobal as a preferred implementation partner.

The position requires strong networking, proposal development, donor intelligence, partnership building, communication, and strategic planning skills.

KEY RESPONSIBILITIES He/She will devote time as per the following broad headings:

  • Resource Mobilization and Fundraising
  • Develop and implement a country fundraising strategy aligned with MedGlobal Bangladesh’s strategic priorities.
  • Identify and map potential funding opportunities from:
  • Foreign Embassies and High Commissions in Bangladesh
  • UN Agencies
  • International Development Agencies
  • Bangladesh Government ministries and departments
  • Corporate CSR programs
  • International Foundations
  • Philanthropic organizations
  • Trust Funds
  • Development Banks
  • Maintain an updated donor intelligence database.
  • Monitor donor websites and funding portals on a daily basis.
  • Identify new grant opportunities and circulate funding alerts internally.
  • Coordinate proposal development with technical teams.
  • Lead concept note preparation.
  • Support full proposal writing.
  • Coordinate budgeting with finance.
  • Ensure timely submission of quality proposals.
  • Corporate Social Responsibility (CSR) Engagement Develop partnerships with national and multinational companies operating in Bangladesh.

Responsibilities Include:

  • Identify CSR priorities of companies.
  • Develop customized partnership proposals.

  • Conduct regular meetings with CSR heads.
  • Negotiate partnership agreements.
  • Develop employee engagement opportunities.
  • Organize fundraising campaigns.
  • Promote sponsorship opportunities.

Maintain Strong Relationships With:

  • Foreign Missions, High Commissions, Embassies, USAID, EU Delegation, GIZ, JICA, KOICA, DFAT, FCDO, SDC, SIDA, Other bilateral agencies

Responsibilities:

  • Attend donor briefings.
  • Schedule courtesy meetings.
  • Present MedGlobal’s work.
  • Share organizational updates.
  • Develop donor profiles.
  • Understand donor priorities.
  • Position MedGlobal for future funding opportunities.
  • UN Agency Liaison

Develop Working Relationships With:

  • WHO, UNICEF, UNHCR, UNFPA, WFP, IOM, FAO, UN Women, UNDP, OCHA

Responsibilities:

  • Attend coordination meetings.
  • Track procurement and grant opportunities.
  • Develop joint initiatives.
  • Promote MedGlobal technical expertise.
  • Explore consortium opportunities.
  • Government Engagement

Liaise With Relevant Ministries And Agencies Including:

  • NGO Affairs Bureau
  • Economic Relations Division (ERD)
  • Ministry of Health and Family Welfare
  • Ministry of Disaster Management and Relief
  • Refugee Relief and Repatriation Commissioner (RRRC)
  • Local Government Division
  • Civil Surgeon’s Offices

Responsibilities:

  • Monitor government funding opportunities.
  • Build institutional relationships.
  • Participate in government consultations.
  • Identify partnership opportunities
  • Partnership Development

Identify Collaboration Opportunities With:

  • National NGOs, International NGOs, Universities, Research Institutions, Professional Associations, Private Hospitals, Medical Colleges, Think Tanks

Responsibilities:

  • Develop Memoranda of Understanding (MoUs).
  • Establish consortium partnerships.
  • Coordinate joint programming.
  • Identify co-funding opportunities.
  • Represent MedGlobal in networking events.
  • Proposal Development

Lead And Coordinate:

  • Opportunity assessment
  • Go/No-Go decision process
  • Concept note development
  • Proposal writing
  • Budget coordination
  • Annex preparation
  • Compliance review
  • Submission process

Maintain proposal calendars and submission trackers.

  • Networking and Representation

Represent MedGlobal At:

  • NGO Forums
  • Donor Meetings
  • Embassy Events
  • CSR Forums
  • Chamber of Commerce Events
  • Development Conferences
  • Humanitarian Coordination Meetings

Promote MedGlobal’s visibility and credibility.

  • Communications Support

Coordinate With Communications Staff To Develop:

  • Success stories
  • Donor briefs
  • Partnership brochures
  • CSR presentations
  • Organizational profiles
  • Pitch decks
  • Funding brochures
  • Annual partnership reports
  • Market Intelligence

Conduct Ongoing Analysis Of:

  • Emerging donor priorities
  • Bangladesh funding landscape
  • CSR trends
  • Humanitarian financing
  • Health sector investments
  • Climate funding
  • Refugee funding
  • Localization initiatives

Prepare monthly donor intelligence reports.

Expected Deliverables (Until 31 December 2026): Donor Mapping

  • Complete a comprehensive mapping of at least 150 potential donors and funding sources.
  • Develop detailed donor profiles for at least 50 priority donors.

Donor Engagement Conduct At Least:

  • 20 formal donor meetings
  • 10 embassy meetings
  • 20 CSR company meetings
  • 10 UN agency meetings
  • 10 government meetings
  • 15 NGO/INGO partnership meetings

Corporate Partnerships

  • Develop partnerships with at least 15 companies.
  • Secure signed CSR partnership agreements with at least 8 companies.
  • Launch at least 5 employee engagement campaigns.

Proposal Development

Lead Or Coordinate:

  • 25 concept notes, 15 full project proposals, 5 consortium proposals

Ensure 100% on-time submission of assigned funding applications

Funding Target Mobilize funding commitments totaling BDT 100K (or equivalent in USD $ 90k) through grants, CSR contributions, partnerships, and co-funded initiatives by 31 December 2026.

Indicative Funding Mix:

  • Embassies: USD 10k
  • UN Agencies: USD 5k
  • CSR Contributions: USD 70 to 80k
  • Foundation/Government/Other Sources: USD 5k

Partnership Development

  • Sign 10 Memoranda of Understanding (MoUs).
  • Establish 5 consortium partnerships.
  • Initiate 3 joint program designs with partner organizations.

Representation Participate In At Least:

  • 20 networking events
  • 15 donor coordination meetings
  • 15 CSR forums
  • 10 humanitarian sector meetings

Reporting Prepare:

  • Weekly activity updates.
  • Monthly donor pipeline reports.
  • Quarterly fundraising progress reports.
  • Quarterly partnership reports.
  • Annual fundraising strategy review.

Annual donor engagement report. Key Performance Indicators (KPIs) Performance Will Be Measured Against The Following Indicators:

  • Number of funding opportunities identified.
  • Number of donor meetings conducted.
  • Number of CSR engagements initiated.
  • Number of partnership agreements signed.
  • Number of proposals submitted.
  • Proposal success rate.
  • Total funds mobilized.
  • Number of consortium partnerships established.
  • Timeliness and quality of reports.
  • Quality of stakeholder relationships.
  • Compliance with donor requirements.
  • Contribution to organizational visibility.

Required Qualifications

  • Master’s degree in Development Studies, Public Health, International Relations, Business Administration, Social Sciences, Economics, or a related field.
  • Minimum 2 year of progressively responsible experience in fundraising, business development, donor relations, grants management, CSR engagement, or partnership development within NGOs, INGOs, UN agencies, or development organizations.
  • Demonstrated success in developing winning grant proposals and mobilizing institutional funding.
  • Excellent understanding of Bangladesh’s donor landscape and humanitarian/development financing.
  • Strong relationship-building, negotiation, and networking skills.
  • Excellent written and spoken English and Bangla.
  • Advanced skills in Microsoft Office, proposal development, presentations, and report writing.

Success Profile A successful Fundraising and CSR Liaison Officer will significantly expand MedGlobal Bangladesh’s funding portfolio, establish long-term partnerships with institutional donors and the private sector, strengthen the organization’s visibility and credibility, and contribute directly to sustaining and growing high-impact health and humanitarian programs for Rohingya refugees and vulnerable host communities.
