Duties

DUTIES AND RESPONSIBILITIES: This position is located in the Fuels Management Flight, Base Supply, Logistics Group, at an ANG Wing flying activity. The primary purpose of this position is to operate and maintain a fuel distribution system composed of fuels laboratory, bulk storage or hydrant refueling and a mobile refueling operation that provides aviation and ground fuels refueling/defueling of aircraft, engine test cells powered Aerospace Ground Equipment (AGE), generators and heating systems. Bulk storage facilities are used to store one or more grades of aviation or ground fuels that are required to support the Wing mission.

  1. Operates and maintains a complete fuels distribution system(s) to receive, store, transfer and issue both aviation and ground fuels. Performs operator maintenance such as cleaning and changing strainers, draining water from lines or tanks and lubricating valves and pumps. Reports more extensive repairs to the responsible activity. Receives and transfers fuel by coupling and uncoupling hoses, closing and opening valves, starting and stopping pumps, monitoring gauges, meters and filter separators. Initiates emergency procedures as necessary.

(2) Operates one or more types of special purpose aviation and ground fuel tank vehicles having a capacity of up to 6,000 gallons and gross weight of 70,000 pounds, that are used for fueling/defueling various types of aircraft and ground fuels applications such as AGE, power production, heating and engine test cells. Transports fuel from the bulk storage area to the flightline issue point. Positions the vehicle for the refueling/defueling task as required. Monitors vehicle mounted main control panel, gauges, meters and instruments. Operates deadman control safety system as required, coordinates with personnel at the aircraft or receiving point. Exercises safety precautions during fueling/defueling operations. Performs operator maintenance and safety checks to ensure that refueling equipment is safe and operational.

(3) Performs required fuel quality control testing in fuels laboratory. Operates precision measurement equipment to measure effectiveness of mechanical, hydrant and mobile refueling facilities and vehicles. Determines Fuel System Icing Inhibitor (FSII), conductivity additive, American Petroleum Institute (API) gravity, color, particulate, filtration time, fiber, sulfide, total solids, odor and microscopic analysis. Samples fuels systems and dispensing equipment at required intervals for existence of water by Aeronautical Engine Laboratory (AEL) method and sediment by Particle Assessment Guide (PAG) method. Prepares samples for shipment to area laboratories.

(4) Performs all accounting transactions pertaining to requisitioning, procuring, scheduling, ordering, reporting and document preparation for aviation fuels, ground fuels and missile propellant transactions in the automated fuels data system.

(5) Plans, monitors and conducts On-The-Job Training (OJT) for assigned drill status guardsmen and maintains required records.

(6) Performs other duties as assigned.

Qualifications

GENERAL EXPERIENCE: Experience or training which demonstrates the ability to follow instructions and to safely operate the type of equipment required to accomplish the duties of the position.

SPECIALIZED EXPERIENCE: Must possess and document in detail, at least 12 months of experience or training working in activities such as large fuel depots or fuel farms with complex, interconnecting line and pipe arrangements, and frequent requirements for large scale movement and transfer of a variety of liquid fuels.

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.  You must provide proof with application of eligibility to hold appropriate military grade.

Military Requirements- Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS. Specific requirements are found in: references listed below, NGB Compatibility tables and your local Personnel section.

Quality of Experience Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position.
