Duties
This position functions as a Financial Analyst to assist in an advanced developmental capacity.
Being a CG civilian makes you a valuable member of the CG team, typical duties include:
- Planning, researching, and performing financial analysis, developing reports, and making recommendations involving complex, interrelated financial processes.
- Developing, reviewing, and analyzing financial reports generated by the financial system and determines compatibility of each with plans, prior months(past performance measures) status, and other relevant reports.
- Reviewing data generated financial statements through various financial reporting vehicles and identifies abnormal trends and weaknesses.
- Analyzing financial process flows for the Resource Management Office (RMO), integration of financial system interfaces and sub-system modules and identifies problems and discrepancies.
- Preparing recurring financial management reports, statements, and supporting justifications to encompass, but not limited to, Undelivered Orders (UDO)/ Accruals, Open Obligation Validation Application (OOVA) de-obligation and closeouts, Program Element Status (PES) reporting and reconciliation. Maintains the RMO Unit Approval Plan (UAP).
- Reviewing financial management policies, practices, techniques, and procedures that guide primary office and RMO financial work, identifies those guidelines that are in need of revision, develops recommendations for changes and analyzes the impact of changes.
- Serving as Account Manager for the Coast Guard's Commuter Transit Subsidy Benefit Program.
Qualifications
At the GS-9 Level: Applicants must have one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service. Examples of specialized experience includes: reviewing/researching current guidelines covering specific areas in financial management and reporting; providing suggested solutions for management decisions and improvements.
At the GS-11 Level: Applicants must have one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service. Examples of specialized experience includes: independently planning and carrying out the assignment in conformance with accepted accounting, auditing, tax examination, budget, ordinance practices, adhering to instructions, policies, and guidelines in exercising judgment to resolve commonly encountered work problems and deviations. bringing controversial information or findings to the supervisor's attention for direction.
At the GS-12 Level: Applicants must have one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service. Examples of specialized experience includes: applying financial management reporting methods and techniques necessary to produce accurate information and tracking of expenditures used for reconciliation of financial transactions and to ensure financial transactions are properly recorded and maintained within financial automated systems.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience
