Job Description

• Lead and manage infrastructure and renewable energy projects across the full lifecycle, from tendering and feasibility through to construction and commissioning, on behalf of asset owners or financiers.
• Develop and maintain project management plans, schedules, budgets, and resource plans.
• Establish and manage project controls covering scope, schedule, cost, quality, and risk.
• Lead project risk management, including risk identification, assessment, mitigation, and reporting.
• Monitor project progress against milestones and KPIs, and report to clients and stakeholders.
• Manage change control, claims, and variation processes in line with contractual requirements.
• Establish reporting systems to measure project performance and drive continuous improvement.
• Ensure compliance with contractual, regulatory, and HSE requirements throughout delivery.
• Act as Owner’s Engineer, providing independent technical oversight and advisory support to safeguard client capital investments.
• Act as Lender’s Technical Advisor, conducting technical due diligence and monitoring on behalf of financiers and investors.
• Provide construction management and site supervision, monitoring execution against technical specifications, drawings, and approved methods.
• Review and validate FEED packages, contractor deliverables, and design submissions.
• Conduct feasibility studies, technical due diligence, and risk assessments for infrastructure and renewable energy projects.
• Oversee commissioning, handover, and close-out activities, including punch-list management and final documentation.
• Act as the technical and commercial focal point for clients, contractors, financiers, and regulatory authorities.
• Support business development initiatives by identifying market trends and client needs in the project management consulting space.
• Contribute to proposal development, client presentations, and technical and commercial write-ups for tenders or project bids (Owner’s Engineer, Lender’s Technical Advisor, PMC, and construction management mandates).
• Liaise with existing and prospective clients to understand their project delivery challenges and propose tailored solutions.
• Develop and promote new service offerings aligned with project management consulting best practice.
• Build partnerships with vendors and technology providers to enhance service delivery capabilities.
• Drive conversion of the project management consulting opportunity pipeline, supporting bids for Owner’s Engineer, Lender’s Technical Advisor, and construction management mandates.
• Any ad hoc tasks as required by Management.
• Develop and promote new project management consulting service offerings aligned with TÜV Rheinland’s portfolio:
• Owner’s Engineering and Lender’s Technical Advisory services
• Construction management and project supervision
• Project controls, scheduling, and cost management
• Commissioning and close-out management
• Build strategic partnerships with technology vendors and software providers.
• Collaborate with international TÜV Rheinland project management and supervision centres of excellence.
• Develop project management training programmes and competency frameworks.
• Conduct technical and project management training for clients and internal teams.
• Support knowledge transfer initiatives across TÜV Rheinland’s global network.
• Represent TÜV Rheinland at industry conferences and technical committees.

Work Experience

• 5 to 8 years of relevant experience in project management, project supervision, or engineering consultancy, with a strong track record in infrastructure and renewable energy projects (solar, wind, hydro, substations, transmission).
• Proven experience managing the full project lifecycle, from tendering and feasibility through to construction and commissioning.
• Experience in Owner’s Engineer, Lender’s Technical Advisor, or Construction Management roles.
• Strong knowledge of project management methodologies, tools, and project controls (scope, schedule, cost, quality, and risk).
• Excellent communication, stakeholder management, and technical report writing skills.
• Strong business acumen and exposure to client-facing roles or proposal development.
• Familiarity with project management and scheduling software (e.g., MS Project, Primavera P6, or equivalent).
• Experience interfacing with clients, contractors, financiers, and regulatory authorities.
• Familiarity with digital transformation trends in project delivery (e.g., digital project controls, and data-driven reporting).
• Familiarity with NEC Frameworks for infrastructure and IPP project work
