About the role

Duties

The incumbent serves as an Equal Employment Opportunity (EEO) Specialist providing technical support to the Washington/Eastern States EEO Manager, and/or higher-grade specialists in accomplishing the development and implementation of the Civil Rights and Equal Employment Programs for the BLM Office of Civil Rights and Equal Employment Opportunity (OCR/EEO). Incumbent performs a wide variety of EEO specialist duties to ensure a smooth and efficient operation. Coordinates and ensures procedures meet organizational needs and are consistently understood and followed.

Major Duties include, but are not limited to:

  • Provides technical assistance and advice to BLM OCR/EEO staff and EEO managers in state/center offices in support of the complaints, compliance and alternative dispute responsibilities, to include their affirmative employment and special emphasis responsibilities.
  • Conducts informal/precomplaint counseling within regulatory timelines. Schedules and conducts interviews with complainants and witness to confirm facts and bases for complaints.
  • Advises the employee/applicant on various courses of action available prior to their filing an informal complaint.
  • Completes all administrative aspects of informal complaint processing from WO and provides technical support to the states and centers; counseling, interviews of aggrieved and witnesses, issuing rights and responsibilities and completion and submission of accurate and timely counselor’s reports.
  • Computes and compiles EEO data from a variety of bureau-wide reports, other source documentation from EEO records, personnel records, and printouts to produce one-time and recurring reports.
  • Reviews Report of Investigations (ROIs) for thoroughness and adherence to the Department’s Statement of Work (SOW), redacts confidential information from ROI in accordance with 29 CFR 1614, and corresponds directly with complainant and/or attorney.
  • Communicates with state and center EEO managers and stakeholders in the internal and external communities.
  • Diplomatically manages incoming calls and other inquiries in order to furnish Division information or reply to caller inquiry.

For the GS-09: Applicant must have one year of specialized experience equivalent to the GS-07 grade level experience. Examples of specialized experience at the GS-07 level or equivalent level include: Experience in coordinating complex issues with the Office of the Solicitor and the human resources staff. Experience serving as administrative support to the Division Manager, Deputy, and/or higher-grade specialist in accomplishing the development and implementation of the Civil Rights and Equal Employment Programs OR master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

For the GS-11: Applicant must have one year of specialized experience equivalent to the GS-09 grade level experience. Examples of specialized experience at the GS-09 level or equivalent level include: Experience in coordinating complex issues with the Office of the Solicitor and the human resources staff; Experience providing technical assistance and advice to managers and staff; Experience preparing the quarterly 462 Closure and Settlement Report; Experience providing support to the Division Manager, Deputy, and/or higher-grade specialist in accomplishing the development and implementation of the Civil Rights and Equal Employment Programs OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.
