Duties
Serves as an Equal Employment Opportunity (EEO) Specialist in the Office of Civil Rights (OCR), Washington Office. Incumbent is responsible primarily for managing the Bureau’s Affirmative Employment Program (AEP) and Special Emphasis Program (SEP) and developing and preparing AEP and SEP related reports, briefings, and action plans. The incumbent is also responsible for researching and analyzing BLM workforce data and demographics and developing briefings and formulating recommendations that support the Bureau’s goal of continuing to improve diversification of representation in its workforce. Major duties include, but are not limited to:

Manages and conducts oversight of the AEP and SEP and provides cross-functional support by serving as a liaison between the Washington Office and DOI OCR and the BLM States/Centers for the purpose of providing technical advice, program guidance, and gathering and compiling information to complete various mandatory reports which may include, but not limited to MD 715, Disabled Veterans Affirmative Program, Federal Equal Opportunity Recruitment Program, Reasonable Accommodation.

Assesses Agency’s demographics, reviews the Agency MD715, FEORP, and MSI Reports. Conducts barrier analysis and prepares action plans that promote outreach and increase in minority participation and retention rates.

Develops and executes OCR/EEO, AEP, SEP, and Diversity Recruitment Plan for the EEO Program. Coordinates EEO actions on a wide range of issues to include cultural diversity, special emphasis programs under-representation, and affirmative employment with EEO officials at DOI OCR, Equal Employment Opportunity Commission (EEOC), Office of Personnel Management (OPM), and other federal agencies.

Formulates division-level policy and provides guidance and directions on implementation of AEP goals and objectives.

Performs program analysis and evaluation, conducts studies, organizational reviews, and significant trends as they relate to EEO.

Prepares annual multi-year reports by conducting statistical analysis of workforce data, conducting problem and barrier analysis, and measuring progress of objectives and actions. Compiles, extracts, and analyzes information and statistical data from a variety of sources and prepares miscellaneous EEO reports and briefings.

Provides comprehensive analysis of the operations, environment, policies, and practices of installation’s programs to identify problems and define their nature and scope.

Serves as a personal contact within DOI, BLM, and State staff, EEO Officers, managers, and supervisors. Serves as personal contact to externals to the bureau with community leaders, political officials, union representatives, and other Federal agencies at local levels.

Conducts EEO counseling and/or performs direct oversight of counseling that is being performed by a contract counselor; prepares recommendations for acceptance and dismissal letters for the EEO Directors review; timely inputs key actions/events into the complaints database (iComplaints).

Prepares and conducts various EEO training sessions that cover a host of statutes and topics which include but are not limited to: Title VII Laws, EEO Counselors Refresher, Unconscious Bias, Prevention of Sexual Harassment, and Civil Treatment.
Qualifications
Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirements - please be sure to include this information in your resume.
For GS-13: One year of specialized experience, equivalent to at least the next lower grade level (GS-12) in the federal service is required. Examples of specialized experience at the GS-12 level or equivalent level include: Experience in managing and overseeing the AEP and SEP Programs and serving as program lead for reports which may include, but not limited to, MD 715 Disabled Veterans Affirmative Program, Federal Equal Opportunity Recruitment Program, Reasonable Accommodation; Experience in conducting barrier and statistical analysis resulting in action plans that promote outreach and increase minority participation and retention rates.
Substitution of Education: There is no substitution of education for experience at the GS-13 grade level.
Experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.
