About the role
Duties
Plans and manages the air monitoring program within Region 9. Determines and specifies program goals and objectives. Identifies resources necessary for accomplishing goals and objectives. Proposes specific methods and approaches for program implementation. Sets milestones, prepares schedules, and develops means of tracking and evaluating program operations and accomplishments. Assesses the appropriateness of the air monitoring program direction and determines the need for redirection of program efforts. Coordinates program activities with other agency organizations and with other federal, state, and local agencies, as appropriate.
Uses advanced analytical methods and techniques in researching and examining a wide range of scientific, engineering, legal, environmental protection, environmental management, or related administrative support issues and functions. As a result of these analyses, makes recommendations to managers to resolve problems, to propose approaches, or to take some other course of action which promotes accomplishment of program objectives.
Conducts continuing studies and analyses to determine the feasibility of various advanced scientific approaches to define concepts and criteria for future air monitoring efforts or to resolve major problems in the implementation of the air monitoring program.
Provides oversight of state and local government agencies to ensure that air monitoring data is collected, analyzed, and reported in accordance with EPA-approved QA/QC guidelines and that data is of a known quality. Specific duties include reviewing and commenting on quality assurance project plans, reviewing and commenting on sampling and monitoring plants, reviewing Air Quality System (AQS) reports, and independently conducting technical system audits of state and local agencies and their air monitoring stations. Incumbent is expected to coordinate these activities with the Region 9 Quality Assurance Office.
Identifies communication needs and develops informational materials that inform appropriate organizations of the agency’s air monitoring policies, programs, services, and activities.
Qualifications
You must first meet the education requirement:
Life Scientist-Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; or Combination of education and experience: Courses equivalent to a major, plus appropriate experience or additional education.
Physical Scientist-Degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; or Combination of education and experience -- education equivalent to one of the majors shown that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Environmental Engineering-
Degree from an accredited or pre-accredited college or university in one of the following: you must meet either paragraph A or B:
A. Professional engineering degree from a school of engineering with at least one or more curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus AND courses (advanced beyond first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education AND experience--college-level education, training, and/or technical experience that furnished: 1) a thorough knowledge of physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional registration; 2) Written test--Evidence of having successfully passed the Engineer in Training exam or the written test required for professional registration; 3) Specified academic courses--Successful completion of at least 60 semester hours in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A; or 4) Related curriculum--Successful completion of a curriculum leading to a bachelor's degree in engineering technology or appropriate professional field provided applicant has 1 year professional engineering experience acquired under professional engineering supervision and guidance.
In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-13 level, your resume must reflect at least one year of full time experience equivalent to the GS-12 level providing technical expertise to State or Local agencies or industries, concerning implementation of ambient air monitoring programs and experience assessing and evaluating program compliance with environmental programs.
Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: Mastery of the principles, theories, and practices of air quality monitoring; Ability to extend existing approaches in air monitoring programs for critical problems; Knowledge of various aspects of the air quality monitoring program at the federal or state levels; Ability to assess and evaluate environmental data; Ability to communicate effectively, both orally and in writing; and Ability to establish and maintain effective working relationships with internal and external parties.
