Enrollment Manager

About This Role

This role focuses on expanding Texas State Technical College's lifelong learning programs within a specific campus or region. The manager builds relationships with various community and workforce development organizations to create student pipelines, increase access to skills training, and boost participation in open enrollment programs. The position involves independently managing a portfolio of offerings, with responsibility for enrollment growth, revenue, financial performance, program effectiveness, and job placement outcomes.

Responsibilities

• Manage a regional portfolio of open enrollment programs with accountability for enrollment growth, revenue generation, financial performance, program effectiveness, and job placement outcomes
• Evaluate portfolio performance and recommend new, expanded, modified, or discontinued offerings based on labor market demand, student interest, financial performance, and student outcomes
• Maintain awareness of emerging technologies, evolving industry practices, and future technician skill requirements to identify learning opportunities that respond to changing workforce and learner needs
• Develop and manage relationships with community-based organizations, nonprofit organizations, government agencies, workforce development entities, and other referral partners to create sustainable student pipelines and expand access to open enrollment programs
• Identify partnership opportunities that support student recruitment, enrollment, completion, and employment outcomes
• Represent TSTC at community events, workforce meetings, partner engagements, and regional or statewide initiatives to strengthen relationships and expand program awareness
• Analyze local and regional workforce needs, labor market trends, employer demand, student interests, and industry developments to identify opportunities for portfolio growth
• Recommend new and expanded open enrollment offerings based on demonstrated market need, financial viability, and alignment with TSTC’s workforce mission
• Partner with institutional stakeholders to evaluate program opportunities, support implementation, and identify appropriate pathways between noncredit and credit programs
• Collaborate with marketing, recruitment, and institutional partners to develop and execute outreach and enrollment strategies that increase participation, strengthen student pipelines, and expand awareness of Open Enrollment
