About the role
Duties
In this position, you will serve as an Emergency Management Specialist preparing for and carrying out or coordinating emergency functions to respond to emergencies and disasters and to aid victims suffering from injury or damage resulting from disaster caused by natural or man-made hazards. Typical assignments include:
- Provides disaster resource coordination and management in support of disaster field operations.
- Conducts mission-oriented analyses of difficult and complex survivor-centric emergency response issues.
- Compiles, reconciles, and correlates voluminous workload data from a variety of sources with different reporting requirements and formats.
- Performs work that involves the operational planning program and organizational analysis that encompasses difficult and diverse projects.
- Provides guidance to internal and external customers concerning complex, unusual, or unprecedented response management initiatives.
Qualifications
You qualify for this position at the IC-09 level (starting salary $53,030) if you possess the following:
One full year of specialized experience equivalent to the IC-07 level in Federal service. Specialized experience for this position includes:
- Applying analytical and evaluative techniques to identify and resolve issues or problems of a procedural or factual nature;
- Creating presentations, reports, briefings, and project papers for management;
- Providing guidance or assistance to internal and external customers concerning response management initiatives.
OR
A Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related
OR
A combination of education and experience
You qualify for this position at the IC-11 level (starting salary $64,161) if you possess the following:
One full year of specialized experience equivalent to the IC-09 level in Federal service. Specialized experience for this position includes:
- Performing high-level reviews, analysis and assessment of operational information for creation of reports for management, orally and in writing;
- Applying a wide range of emergency management concepts and practices and performing administrative and operational projects with minimum supervision;
- Communicating with a variety of individuals and groups on controversial issues in order to provide assistance to internal and external customers including state, federal and tribal emergency managers.

A Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related

A combination of education and experience
You qualify for this position at the IC-12 level (starting salary $76,903) if you possess the following:
One full year of specialized experience equivalent to the IC-11 level in Federal service. Specialized experience for this position includes:
- Gathering and assembling a wide variety of factual information to analyze complex programmatic, operational and financial situations, draw conclusions, and use creative ability in devising solutions;
- Planning and establishing an organizational analysis program that includes catastrophic planning.
- Assessing, inspecting and evaluating emergency management processes, plans, standard operating procedures, and guidance for compliance.
