About the role

Duties

This position is located in the U.S. Department of the Interior (DOI), Bureau of Land Management (BLM), within the Directorate for Communications. The incumbent serves as the Division Chief for Public Affairs and has overall responsibility for the oversight and management of the Division of Public Affairs. The Division Chief of Public Affairs is responsible for the management of the Bureau of Land Management’s (BLM) public affairs program, including supporting the formulation and articulation of program, policy and strategic initiative related plans, progress and outcomes through the execution of media relations, audiovisual, and publications.

The incumbent manages the Public Affairs Division, whose primary purpose is to develop, plan, design, supervise, and manage the dissemination of mission critical program information to the general public. Major duties of the position include but are not limited to the following:

Keeps BLM leadership informed concerning public reaction to announced plans, policies, and activities.

Plans work to be accomplished, sets priories, and establishes schedules for completion of work by Public Affairs staff.

Overall responsibility for planning and coordinating the day-to-day, annual, and long-term work for the Division of Public Affairs to include agency and Departmental level priority goals to ensure the work is cohesive, comprehensive and effective.

Responsible for independently planning, designing and carrying out BLM’s Public Affairs program.

Oversees official public communications concerning Departmental or Bureau policy actions, decisions and/or opinions.

Supervises and works collaboratively with the New Media Branch Chief to develop social media strategies that advance BLM messaging for major policy and program announcements. Also coordinates with the New Media Branch Chief on management and oversight of the BLM’s website, including the development of content, use of photos and videos, structure and organization.

Qualifications

Specialized Experience Requirements:
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

For the GS-15 level: Applicants must have one year of specialized experience equivalent to the GS-14 level. Examples of specialized experience at the GS-14 or equivalent include: Experience directing and managing the development of regional and/or national policies, procedures and guidelines for public affairs programs and in counseling top agency officials on the development and implementation of policies related to this area; experience developing program policies, procedures and guidance for all aspects of public affairs programs, including in uncertain situations; experience providing technical direction to subordinate employees on the work to be accomplished where established methods and procedures are inapplicable or are unavailable. Experience addressing complex and highly controversial issues and problems identified relative to policy guidance implementation though Public Affairs, national and regional press, TV, radio, and Social Media. Providing support of formulating new concepts, principles, and methods to resolve issues. Experience in integrating the interests of key internal and external stakeholders, including Congress, Administration and the non-government organizations in the development and implementation of agency policy.

If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

TO QUALIFY FOR A DETAIL: The applicant must show in their resume the ability to learn and obtain experience in this position. Applicants who do not qualify for a temporary promotion will be considered for a detail to obtain the experience for future opportunities.
