Our client ACTED Pakistan is looking for a Deputy Team Lead in Hyderabad

The assistance has included emergency response to meet the immediate and live-saving needs of natural disaster and complex emergency affected households, as well as recovery and development support in the form of education and livelihoods promotion and assistance.

The Deputy Team Leader is responsible for the provision of coordination and support as well as strategic planning and technical guidance on activities. Moreover, he/she supports the Project Teams in the planning, design, implementation, supervision, and potential expansion/development and administration of technical interventions.

OBJECTIVES

Deputy Team Leader will take care of day-to-day implementation management, field coordination, follow-up of technical activities, coordination among Key Experts, monitoring of district performance, follow-up of matching grant/business plan activities, market linkage implementation and ensuring timely execution of decisions taken by the Team Lead.

The Deputy Team Lead shall serve as the operational bridge between strategic technical leadership and field level execution.

Functions Summary

The Project Manager shall be responsible for:

  • Assist the Team Lead in overall management of the PIC assignment.
  • Support preparation and implementation of the annual, quarterly and monthly work plans.
  • Track implementation against approved milestones.
  • Prepare briefing notes for the Team Lead.
  • Follow up decisions taken in management and coordination meetings.
  • Identify delays and implementation bottlenecks.
  • Recommend corrective actions.
  • Represent the Team Lead in meetings when formally delegated.
  • Perform the functions of Team Lead during the Team Lead\'s absence as and when delegated.
  • The Deputy Team Lead shall be responsible for ensuring that approved plans are translated into actual field activities.
  • Maintain the implementation calendar.
  • Track activities planned by each technical team.
  • Follow up field deployment.
  • Coordinate district level implementation schedules.
  • Ensure that technical experts provide required support at the appropriate implementation stage.

Accountability to Communities and Beneficiaries

The Deputy Team Lead is responsible for ensuring that all relations with the communities we work in are conducted in a respectful and consultative manner. Due attention must be paid to ensure that communities are adequately consulted and informed about Acted programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every Acted staff member.

Programme Management:

Coordination with Key Experts:

The Deputy Team Lead shall maintain day-to-day coordination with the Key Experts. This shall include

Obtaining regular updates from Key Experts, consolidating technical inputs, coordinating overlapping assignments, ensuring that technical recommendations are communicated to field teams, tracking expert deliverables, identifying gaps in technical support, arranging technical coordination meetings;

ensuring consistency of methodologies across districts and reporting unresolved technical issues to the Team Lead.

Field Implementation Management

A major responsibility of the Deputy Team Lead shall be:

  • Coordinate district implementation teams.
  • Review district work plans.
  • Monitor field activity schedules.
  • Conduct regular field visits.
  • Verify progress reported by district teams.
  • Ensure technical teams are deployed according to need.
  • Monitor formation and strengthening of Producer Groups.
  • Review progress of PG business plans.
  • Monitor implementation of matching grant supported activities.
  • Follow up market linkage activities.
  • Ensure appropriate documentation of field activities.
  • Ensure Partner field teams comply with approved implementation procedures.
  • Track PG formation against targets.
  • Monitor PG registration/organizational documentation where applicable.
  • Ensure PGs receive required capacity development.
  • Monitor PG participation of women and vulnerable groups.
  • Ensure PG records are maintained.
  • Track PG progress toward commercial sustainability.
  • Maintaining a business plan pipeline;

Matching Grant Coordination

  • Track the matching grant pipeline.
  • Coordinate field verification requirements.
  • Follow up technical appraisal processes.
  • Monitor implementation of approved business plans.
  • Track grant related milestones.
  • Coordinate beneficiary contribution verification.
  • Ensure supporting documentation is complete.
  • Monitor implementation progress after approval.

Market Linkages and Productive Alliances

  • Track buyer identification activities.
  • Coordinate buyer PG meetings.
  • Monitor take/linkage arrangements.
  • Track market linkage agreements.
  • Coordinate participation in exhibitions, meetings and market events where approved.
  • Coordinate with livestock and aquaculture marketing specialists.
  • The implementation approach places particular emphasis on market linkages and sustainable commercial relationships as part of the project\'s exit strategy.

Monitoring, Evaluation and MIS

  • Coordinate with the M&E/MIS team.
  • Identify data inconsistencies.
  • Ensure timely updating of implementation dashboards.
  • Monitor achievement against activity targets.
  • Prepare weekly/monthly implementation summaries.
  • Highlight under-performing districts, PGs or activities.
  • Support preparation of quarterly reports.

Reporting

The Deputy Team Lead shall support preparation of:

  • Weekly implementation status.
  • Monthly progress report, district performance summary.
  • PG formation and development status.
  • Business-plan implementation status.
  • Matching grant implementation status.
  • Market linkage progress.
  • Consolidated Quarterly technical progress.
  • District comparative performance.

Quality Assurance

  • Review field reports.
  • Conduct field verification.
  • Review technical documentation.
  • Check compliance with approved methodologies.
  • Identify deficiencies in implementation.
  • Ensure corrective actions are documented.
  • Support internal review of project deliverables.

Coordination with Partners

  • Coordinate partner work plans.
  • Consolidate partner implementation updates.
  • Avoid duplication of activities.
  • Identify inter-partner implementation issues and escalate unresolved issues to the Team Lead.

Risk Management

Risks to be monitored include:

  • Delayed field mobilization
  • Weak PG participation
  • Delays in business-plan development
  • Delays in matching-grant implementation
