Deputy Inspector General and Counsel

Duties

We have a unique opportunity for an exceptional leader to become our Deputy Inspector General and Counsel. The Office of the Inspector General (OIG) is responsible for upholding the integrity of the administration of activities that serve Congress and the American public. The OIG’s mission is to promote the economy, efficiency and effectiveness of AOC programs, operations and major construction projects.

This senior level role assists, advises and represents the Inspector General and shares responsibility for professional legal review, policy formulation, strategic planning, program oversight, litigation, administration, safety and operational management. The incumbent shares fully in the responsibility for supervising and coordinating investigations and audits of fiscal, administrative, management activities and possible fraud, waste and abuse to promote economy, efficiency and effectiveness.

In this capacity, the incumbent:

• Independently researches legal issues, provides legal advice to the IG, and conducts litigation of legal cases, as an expert in the practice of law in the Federal administrative and judicial process, especially regarding OIG institutional and personnel issues.
• Assists and collaborates with the Inspector General with overall responsibility for the audit and investigative functions relevant to activities directed by the AOC.
• Assists and advises the Inspector General in reporting to the AOC and Congress concerning fraud, abuse, and waste and contract administration.
• Assists the Inspector General in performing administrative, technical and professional legal supervision of the staff, serving as the direct-line supervisor to the Assistant Inspectors General for Investigation and Audits.
• Provides leadership, management and supervision of a team relevant audits and investigations.

Candidates must have proven executive leadership experience providing legal counsel and delivering complex audit and investigative programs. Must possess knowledge of sufficient scope and depth of applicable federal laws, rules and regulations pertaining to human capital management, budget development and procurement functions. Must exhibit outstanding interpersonal and organizational skills to provide responsive and timely service and reports to stakeholders. A demonstrated aspirational leader who can build coalitions internally and externally to achieve strategic goals in a dynamic, operational environment of concurrent and competing priorities is essential. A Juris Doctorate degree from a law school accredited by the American Bar Association is required. Applicants must currently be a member of the bar, in good standing, of a State, a territory of the United States, the District of Columbia or the Commonwealth of Puerto Rico.

Technical Qualifications (TQs):

TQ1 - Audit/Investigation/Evaluation Experience: Experience managing or conducting independent audits, investigations or evaluations of federal or corporate operations. Knowledge of accounting and investigation principles and experience working with offices of the inspectors general, either federal or local, or their equivalent. Experience reviewing proposed audit/investigative plans and draft reports to ensure that they are fair, balanced, and objective; focused on securing/reporting needed information efficiently; comply with applicable professional standards; and the final report appropriately addresses agency comments.

TQ2 - Legal counsel experience: Experience representing, and providing legal counsel to, inspectors general and/or high level officials in federal government agencies. Experience researching legal issues and providing advice on the Inspector General Act, legislative branch laws and regulations, including the separation of powers among the branches of the federal government.

TQ3 - Project Management and construction experience: Experience in overseeing, or providing legal counsel related to, major public construction projects from the designing and planning stage to completion. Experience providing advice to project managers and contracting officers on construction contract award and execution issues; use of specialized procurement vehicles, including contractor incentives, public-private partnerships, and Energy Savings Performance Contracts; risk management; handling contractor performance issues, including progressive actions leading to imposition of liquidated damages or termination, if necessary; complying with contract and other applicable requirements, such as safety, environmental, and Buy America Act issues; and handling disputes, including both preventing and addressing Requests for Equitable Adjustment and claims.

Education

Applicant must possess a J.D. degree from a law school accredited by the American Bar Association.
