Duties
The Deputy Executive Associate Director, Management and Administration (Deputy, M&A) shares in the responsibility to ensure mission effectiveness through the strategic and effective management of a supporting budget for all administrative and managerial components to include the strategic administration of the budget and resources to efficiently and effectively support the ICE mission.
Through subordinate executives, works with the EAD to establish and implement specific comprehensive action plans for each program area to include human capital, finance, acquisition, training and development, information governance and privacy, information technology, policy, and diversity and civil rights.
Keeps the EAD advised on all aspects of assigned programs and represents the EAD in the area of assigned responsibilities. Acts on behalf of the EAD in the conduct of issues of importance and/or sensitivity and represents the EAD at conferences and meetings concerning M&A programs.
In support of the EAD, collaborates with and provides counsel to other ICE senior executive, executive and management officials within ICE and DHS to resolve matters transcending organizational lines.
Takes necessary measures to support the EAD in ensuring consistent agency-wide understanding and implementation of the all relevant laws, regulations, policies, and procedures pertaining administrative and managerial programs in support of ICE's mission. Develops, conceives, plans, and implements policies and guidelines affecting broad, emerging, and/or critical agency programs.

Qualifications
(1) BASIC QUALIFICATIONS:
As a basic requirement for entry into the Senior Executive Service (SES), you must have progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising a large number of employees through subordinate supervisors and have experience hiring, developing, and evaluating employees.
As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
- Directing the work of an organizational unit;
- Ensuring the success of one or more specific major programs or projects;
- Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
- Supervising the work of employees, developing policy and other executive functions.
If your experience does not include these basic qualifications, you will not be determined qualified for this position.
(2) EXECUTIVE CORE QUALIFICATIONS (ECQs):
The Fundamental Competencies within the following five ECQs are also a part of the selection criteria for SES positions. The ECQs were developed to assess executive experience and potential and do not evaluate technical expertise. ECQs measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.
ECQ 1 -LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 -LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 -RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 -BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 -BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Current and former SES members and graduates of approved Candidate Development Programs do not need to submit ECQ narratives but you must clearly state your status in your resume and submit an SF-50 or QRB certification showing your status. You still must submit narrative responses for the Technical Qualifications listed below.
(3) TECHNICAL QUALIFICATIONS - Mandatory
- Experience overseeing, coordinating and integrating a diverse set of complex business and administrative programs such as budget formulation, financial management, human capital, information technology, contracts, procurement, acquisitions, information governance, and policy formulation.
- Specialized experience representing executive leadership in meetings and conferences with top governance and administrative oversight bodies, such as Congress, audit committees, or state, local, or federal oversight agencies. Demonstrated experience briefing these and other entities on significant matters such as oversight of resource utilization, high priority initiatives and/or sensitive policy matters.
- Experience in evaluating and improving management processes and procedures to achieve greater resource efficiency and higher quality outputs.
