Duties
The Deputy Director, VHA Homeless Programs Office has the primary responsibility for overseeing the operational coordination and outcomes related to the provision of programs and services for homeless Veterans and their families. The Deputy Director will provide necessary support to the Executive Director in overseeing VA's continuum of homeless programs and services including the development of inter-governmental, inter-agency and community processes and partnerships. The Deputy Director is responsible for supervisory and managerial and program management aspects of the office, including planning and quality control mechanisms.
The Deputy Director has broad program management responsibilities and advises on the overall planning, direction and program execution of the program office. The Deputy Director will ensure efficient operational functioning and effective collaboration within and works with all levels of VA staff within VA Central Office (VACO) field VA facilities and offices and representatives of other federal agencies, state and local governments and community based organizations to identify needs for homeless or at risk Veterans.
Specific Functions:
The Deputy Director serves as the deputy senior leader of a diverse, multi-professional team consisting of members from VA Central Office, medical facilities (VAMC) and Veteran Integrated Service Networks (VISN) whose focus is to oversee the operational coordination and outcomes related to the provision of programs and services for homeless Veterans and their families. As the Deputy Director, the breadth of oversight expands to include the 90.5 VA Central Office based staff and influence and ancillary support to over 4000+ homeless services personnel nationwide. As the Deputy Director, the incumbent must be able to formulate objectives and priorities and implement plans consistent with the long-term interest of the organization in an environment that capitalizes on opportunities and manages risks. The Deputy Director will assist and support the Executive Director in facilitating the planning, development, implementation, coordination, monitoring and evaluation of VHA homeless program services. The Deputy Director will be responsible for the careful coordination of homeless operations to ensure an integrated approach to successfully enhance and transform VA care to be more patient-centered and accessible. The Deputy Director will be responsible for furthering and developing strategies to improve the understanding of the homeless program among the general public, leaders and personnel from non-profit and community organizations, federal, state and local officials, and executive level leaders within the Department and other Federal agencies. The Executive Director works to develop and strengthen opportunities for community integration and identifies federal, state and local agencies as well as non-profit and private enterprises that have the ability to provide housing, employment opportunities and other supportive services to homeless and formally homeless Veterans. The Deputy Director will serve as a member of various communities and/or task forces at the departmental and inter-governmental levels on behalf of the Executive Director. Committee actions are often with staff of Senior VA leaders, VHA key officials, other government agencies, and organizations outside the Federal Government. The incumbent speaks on behalf of the program office pertaining to matters on VA Homeless programs and services and will speak on behalf of the VHA Homeless Programs Office and serves as a representative on national meetings and conferences. Represents the Executive Director and acts as designated POC for policy setting decisions and/or broad organizational direction. Serves as the principal administrative and clinical advisor on all matters within the office.

Education: Must have a degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Secretary of Veterans Affairs for the year in which the course of study was completed. Approved schools are: (1) Schools of medicine holding regular institutional membership in the Association of American Medical Colleges for the year in which the degree was granted, or (2) Schools of osteopathic medicine approved by the American Osteopathic Association for the year in which the degree was granted, or (3) Schools (including foreign schools) accepted by the licensing body of a State, Territory, or Commonwealth (i.e., Puerto Rico), or in the District of Columbia as qualifying for full or unrestricted licensure.
Licensure and Registration: Must possess a current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. The physician must maintain current registration in the State of licensure if this is a requirement for continuing active, current licensure.
Residency Training: Physicians must have completed residency training or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Approved residencies are: (1) Those approved by the accrediting bodies for graduate medical education, the Accreditation Council for Graduate Medical Education (ACGME) or American Osteopathic Association (AOA), in the list published for the year the residency was completed, or (2) Other residencies or their equivalents which the local Professional Standards Board determines to have provided an applicant with appropriate professional training.

Education and Licensure RN: Masters degree in nursing or related field with a BSN from a school of professional nursing approved by the appropriate State agency, and accredited by either the National League for Nursing Accreditation Commission (NLNAC) or the Commission on Collegiate Nursing Education (CCNE) at the time the program was completed by the applicant. Or I am a graduate of a foreign school of professional nursing.
A registered nurse (RN) must have a current, full, active and unrestricted registration as a graduate professional nurse in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the U.S. or in the District of Columbia.
NOTE: The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. In these programs, students are given a certificate of professional nursing to sit for the NCLEX and should submit this certification to VA prior to appointment. Students do not earn a BSN, but receive a MSN degree upon completion of course work. A copy of the MSN transcript must be provided to VA. Bridge programs that confer a master's degree also fully meet the education requirement, even though a Bachelor's Degree is not awarded.

Education: Masters degree or higher course of study in an accredited college or university in an academic field related to health care or administration of health care related to the work of the position (e.g., health informatics, analytics, or compliance).
SPECIALIZED EXPERIENCE: Applicants must possess extensive experience in the health care arena sufficient to qualify for the equivalent of a senior executive position within the Federal service, including significant experience in medical care and research of all types, a high degree of leadership, motivation, self-direction, and initiative. In addition, the incumbent is broadly acquainted with clinical treatment modalities, administrative and clinical support systems, and is knowledgeable about multifaceted health care delivery systems and their relationship to external review organizations and academic medical centers as well as hospital and service level operations.
In addition to the education requirements, the following executive core qualifications (ECQs) are required for this position. Typically, these qualifications would be gained through education, experience and training which reflect progressive development and achievement in responsible management/executive level assignments in health care at a national or Network level. An individual's total experience and education must demonstrate the ability to perform the duties of the position.

Preferred Experience:
- LEAN and/or Six Sigma training certification
- Experience in leading and managing a large public or private sector program consisting of geographically dispersed facilities of varying complexity
- Preferred Education for Health Science Officer: Successful completion of a full Ph.D. course of study in an accredited college or university leading to a doctorate with a major study in an academic field related to health care or related field (e.g., health informatics, analytics, or compliance).
- Preferred Education for Nurse: Doctoral degree with a major study in an academic field related to health care or related field (e.g., health informatics, analytics, or compliance).
