Dental Officer

Duties

As the Chief Dental Officer, the incumbent is responsible for providing technical oversight and guidance to staff Dental Officers, contract staff and consultants and has the authority to grant dental privileges to institution dental staff. They will provide comprehensive dental care to the inmate population. They will provide clinical oversight of contract dental services in a correctional environment. They may be consulted when reviewing dental privileges for contracted dental services. They will be responsible for dental clinical decisions. They will assist with interviewing prospective dental staff. They ensure patient dental records are maintained in accordance with BOP guidelines.

Responsible for establishing and maintaining quality control measures to ensure final product conforms to standards set forth by the American Dental Association, National Board for Certification of Dental Technicians and the Dental Service of the Federal Bureau of Prisons.

Implements security measures appropriate to the specific activity, maintaining surveillance of the laboratory, office and other areas of the dental clinic. Provides direction and coordination of production of finished prosthetic appliances in accordance with the requirements submitted.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and is performed on a regular and recurring basis.

Qualifications

To be considered for the position, you must meet the following qualification requirements.

Basic Requirements

Degree in dental surgery (D.D.S.) or dental medicine (D.M.D.) from a school approved by the Council on Dental Education, American Dental Association (ADA); or other dental school, provided the education and knowledge acquired was substantially equivalent to that of graduates from an ADA approved school.

Licensure: Applicants must be currently licensed to practice dentistry in a State, the District of Columbia, or Puerto Rico.

Additional Requirements

GS-12: Two years of professional dentistry experience and/or training; or superior academic ability defined as that demonstrated by an intern, who on the basis of an evaluation of all interns who have completed training in the same hospital or in the same kind of internship program over the past 5 years, would fall into the upper half of the group.

GS-13: Three years of professional dentistry experience and/or training equivalent to at least that of a Board eligible.

GS-12 & GS-13: Experience and/or training must be one of the following types:

• Post-licensure professional experience in the general practice of dentistry.
• Approved internship training.
• Approved residency training.
• Graduate-level study in an accredited dental school.
• Post-licensure professional experience in a specialized area of practice.
• Other advanced study or training (outside a dental school or hospital) creditable towards satisfaction of training program requirements for Board eligibility.

This experience must have demonstrated the aptitude for acquiring the qualifications required for correctional work, and, in addition, demonstrate the possession of personal attributes important to the effectiveness of a dentist, such as:

GS-12:

• Experience developing and determining the type of restoration and/or prosthetic needed to fulfill the patient's treatment plan.
• Experience recognizing dental diseases and providing appropriate professional treatment.
• Experience instructing and counseling difficult patients on proper dental care.
• Ability to supervise and develop the potential of subordinates.
• Experience performing oral surgery.

GS-13:

• Experience diagnosing and treating unusual dental problems.
• Experience providing dental therapeutics for the management of infection, pain, neuromuscular disorders, and apprehension.
• Experience conducting comprehensive emergency care and treatment planning.
• Experience treating and managing facial trauma including fixation of closed jaw fractures and identifying and referring more complicated damage.
• Experience in providing technical oversight and guidance to assigned staff and consultants and having the authority to grant dental privileges to dental staff.

The following terms are defined:

• Approved internship; approved residency-Training in a hospital dental internship or residency approved by the Council on Dental Education of the American Dental Association.
• Graduate-level study: Either dental graduate study leading to an advanced degree such as Master of Science, or postgraduate (non-degree) dental school study involving a level of instruction comparable to that provided in a graduated degree program.
• National certifying board: An examining board in a special area of dental practice recognized by the Council on Dental Education of the American Dental Association.
• Board eligibility: Qualification for examination by a national certifying board as a result of having met the advanced training program requirements for a dental specialty.
