About the role

Duties

Incumbent supervises the Field Office and maintains oversight over all field acquisition activities. Incumbent is responsible for the overall coordination between the Field Acquisitions Offices, Institutions, Regional, and Central Office as it relates to all aspects of field acquisitions. Incumbent is designated as a Contracting Officer for the Bureau of Prisons with specific responsibility for acquisitions involving negotiations, administration, and terminations of contracts. The contractual services required typically include or involve very complex contracts including firm fixed-price, firm fixed-price with option years, and cost type contracts such as time-and-material and labor-hour contracts with option years for a wide variety of goods and services. Incumbent is the delegated authority to sign documents, including highly technical contracts that are not delegated to the institutions or regional offices. Incumbent proposes policy and regulations for management, provides legal interpretations, counseling, training, and guidance in the areas of field acquisition and acquisition policy for Central and Regional Offices, and 99 institutions field contracting activities nationwide.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Education:

There is no substitution of education for specialized experience for this position.

Experience:

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience is directly related experience that included substantial involvement with a correctional program and provided a thorough knowledge of correctional techniques, or experience in meeting and dealing with people that demonstrated the ability to work effectively with inmates and associates in a correctional environment.

Experience must have also demonstrated the ability to perform supervisory or administrative duties successfully. This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program.

Some examples of this qualifying experience are:

  • Experience that demonstrates skill in reviewing, interpreting and implementing statues and regulations of Government agencies, Code of Federal Regulations, Federal Acquisitions Regulations and Justice Acquisitions Regulations.
  • Experience in providing management direction of an acquisition system, including implementation of acquisition policies, regulations, and standards of acquisition activities.
  • Experience in the direction and coordination of plans for short and long-term acquisitions and in the development of strategies and approaches for acquisition of major systems.
  • Experience in providing advice in responding to protests, disputes contractor claims, and in responding to litigation before the U.S. Court of Federal Claims and Boards of Contract Appeals concerning acquisition actions.

Credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.
