About the role

Duties
The incumbent of this position will perform training and development assignments in all phases of contracting.

Duties and responsibilities will include, but are not limited to:

  • Reviews all documentation to support award of a procurement prepared for signature of Contracting Officer.
  • Assembles all documentation necessary to support the negotiation and the award of the contract.
  • Participates with senior contracting specialist in negotiations with the prospective contractor to arrive at prices and other factors.
  • Prepares draft contracts for review of overall contract status.
  • Reviews individual contract file and takes necessary action to insure completion of assigned contract.

Qualifications
Basic Requirements:
A 4-year course of study leading to a bachelor's degree with a major in any field;
OR
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
IN ADDITION TO THE BASIC REQUIREMENTS ABOVE:
As a Contract Specialist, GS-05 you must have the following qualifications: Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees;
AND
at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. This requirement can be obtained within the degree or in addition to the degree.

As a Contract Specialist, GS-07 you must have the following qualifications: One full academic year of graduate education, law school,
OR
Superior Academic Achievement;
OR
One year of specialized experience equivalent to at least the GS-05 level in the Federal government. Specialized experience is defined as experience in analyzing facts and conditions and making comparisons of prices, discounts, delivery dates, or handling charges; experience comparing prices on reoccurring types of procurements; experience assisting in preparing solicitation documents; experience drafting contract provisions and supporting documentation; and experience presenting information orally.

Superior Academic Achievement is obtained through:
(1) Class standing - being in the upper third of the graduating class in the college, university, or major subdivision based on completed courses; (2) Grade-point average - (a) having a grade-point average of 3.0 or higher out of a possible 4.0 as recorded on the official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) having a grade point average of 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum;  or, (3) Election to membership in a national scholastic honor society.

Graduate Education:  To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the fields identified in the Basic Education Requirements above is required.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

Education
If you are claiming education as any part of your qualifications for this position, you must submit an official transcript, unofficial transcript, or a list including courses, grades earned, completion dates, and quarter and semester hours earned. If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program.
