About the role

Duties
As a Contract Specialist, GS-1102-09/11, you will be responsible for the following duties:

  • This position may be filled at either grade level. Please indicate the grade(s) for which you want to be considered. If selected at the GS-09 level, the selectee may be non-competitively promoted to the next grade level in the time frame allowed by the merit promotion regulations and upon recommendation of the supervisor. Promotion is contingent upon satisfactory completion of any required training, regulatory requirements; demonstrated ability to perform the duties of the position and the availability of work at the next level at the time of promotion.
  • At the GS-09 level, incumbent will participate in formal and on-the-job training designed to prepare them for advancement to the target level position. Assignments are designed to provide diversified experience as a foundation for future responsibility.
  • Procures complex parts, often in support of one or more weapons systems.
  • Develops contractual strategy and resultant acquisition plan, which may involve the use of various innovative contracting vehicles.
  • Reviews procurement requests for clarity, adequacy, and completeness.
  • Reviews contract terms and technical specifications to identify any special requirements.
  • Analyzes settlement proposals, audit reports, technical evaluations, and subcontractor claims.

About the Position:
This is an Acquisition, Technology & Logistics (ATL) Workforce Position in the Contracting Career Field. The incumbent will be required to become certified at Level II in the applicable career field within 24 months, unless a Position Requirements Waiver is approved to extend the 24 months. AT&L position requirements will be used in the evaluation criteria.

Qualifications
To qualify for a Contract Specialist, your resume and supporting documentation must support:
A. Basic DAWIA Requirement: Public Law 106-398, Section 808: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees AND B.) at least 24 semester hours (or equivalent) of study from an accredited institution of higher education in any of the following disciplines; accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management; OR C.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of A. AND B. above.
B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic DAWIA Requirement above, to qualify for the GS-09 grade level, specialized experience must be at the GS-07 grade level or equivalent under other pay systems in the Federal service, military or private sector. To qualify for the GS-11 grade level, specialized experience must be at the GS-09 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
GS-09:

  • Applied knowledge of commonly used contract methods and contract types relating to the performance pre-award functions.
  • Applied knowledge of formal advertising sufficient to solicit bids to procure a variety of requirements ranging from standard to specialized supplies or services.
  • Applied knowledge of contract negotiation techniques sufficient to negotiate or administer contracts where the contracting actions are well defined and well precedented.
  • Skill in using automated procurement and supply systems.
    GS-11:
  • Applied knowledge of a wide range of contracting methods and contract types to develop and/or administer a limited amount of large and sometimes complex contracts including those with specialized provisions or terms.
  • Skill in analyzing difficult issues and recommending solutions.
  • Applied knowledge of business practices and market conditions sufficient to evaluate bid responsiveness, contractor responsibility and contractor performance.
  • Knowledge of procurement statutes, Executive Orders, policies and regulations, procedures, and related material to identify and analyze procurement issues and their impact on local procedures.
    C. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. In addition to meeting the Basic Requirement above, to qualify based on education in lieu of specialized experience you must possess:
    GS-09: 2 full academic years of progressively higher level graduate education or master's or equivalent graduate degree or LL.B. or J.D.
    GS-11: Ph.D. or equivalent doctoral degree or, three (3) full years of progressively higher level graduate education leading to such a degree or LL.M. if related.
