Duties
MAJOR JOB DUTIES:
- Assesses progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures
- Plans, organizes, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics
- Reviews and directs the progress of contractors in meeting program objectives
- Prepares and presents staff studies for presentation to the Program Director and other management officials
Qualifications
SPECIALIZED EXPERIENCE: At least 52 weeks of specialized experience at the next lower grade (GS-11) or equivalent. Specialized experience must include providing contract support, to include the cost,schedule, control, and performance of the Operational Flight Program program/project, from establishment of the contract through closing the contract out; planning, organizing, and coordinating activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics; and reviewing and directing the progress of contractors in meeting program objectives.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs)
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge of laws, principles, policies, and practices of systems and program management.

Thorough knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.

Thorough knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems process and integrated life cycle management.

A high degree of skill and ability to communicate both orally and in writing, clearly, concisely, and with
technical accuracy.

Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.

Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of program management functions and personnel in support of the process.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
