Computer Scientist

Duties

Centrally Managed: This is a centrally managed (applicable to NH-03 only) position that is located in the Communications and Information career field.

Major Duties:

As a Computer Scientist, NH-1550-02 Potential NH-1550-03, in the 412 Communications Squadron, you will serve in an entry or developmental level, targeted to the full performance duties at the NH-03, completing plans and conducting efforts to apply computer science methods and techniques to the architecture, design and testing of new computer systems designed to store, manipulate, transform or present information in support of AFTC missions and processes. You will also:

• Use professional competence in applying the theoretical foundations of computer science, including computer system architecture and system software organization.
• As a technical resource, apply specialized knowledge of the design characteristics, limitation, and potential applications of systems as well as knowledge of relevant mathematical and statistical sciences in order to assist individuals/teams that are designing, developing or implementing computer and communications systems.

As Computer Scientist NH-1550-03 you will independently identify and resolve complex issues and risks, integrating the efforts of multiple areas and disciplines to ensure program/mission accomplishment. You will also:

• Use professional competence in applying the theoretical foundations of computer science, including computer system architecture and system software organization in order to lead others to accomplish complex projects/programs and apply innovative approaches to meet unique customer requirements.
• As a technical expert, apply specialized knowledge of the design characteristics, limitations, and potential applications of systems.
• Plan and allocate resources to accomplish multiple computer systems architecture, design and testing efforts, identifying and optimizing resources to meet customer requirements within established guidelines and constraints.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required.
Basic Qualifications for All Grades:

Minimum Education Requirement: Bachelor's Degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have been in any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
Evaluation of Education: Applicants should have sufficient knowledge of statistics and mathematics, as well as other subjects, to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.

And in Addition to Educational Requirements for NH-03:

Specialized Experience for the NH-03: One year (52 weeks) of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, the specialized experience must have been equivalent to at least the next lower grade (GS-11), pay band or equivalent in the normal line of progression. Specialized Experience is defined as the ability to independently lead highly challenging efforts to apply computer science methods and techniques to the architecture design and testing of new computer systems designed to store, manipulate, transform or present information in support of AFTC missions and processes.

Knowledge, Skills and Abilities (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Professional competence in applying the theoretical foundations of computer science, including computer system architecture and system software organization, the representation and transformation of information.
2. Ability to research, analyze, interpret and apply rules, regulations, and procedures to a variety of information technology issues and to recommend timely and economical solutions.
3. Specialized knowledge of the design characteristics, limitations, and potential applications of systems having the ability to transform information, and of broad areas of applications of computing which have common structures, processes, techniques.
4. Ability to apply knowledge of current information technology trends and system engineering practices to produce effective policies, plans and technical architectures.
5. Knowledge of relevant mathematical and statistical sciences and the ability to apply these disciplines to the architecture, testing and design of computer and communications systems.

Part-Time or Unpaid Experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

Volunteer Work Experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Only experience obtained by the closing date of this announcement will be considered.

Education

Are You Using Your Education to Qualify? You must provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.
Foreign Education: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
