Computer Engineer

Duties

• Conceives, plans, and provides consultation and technical guidance in the application of existing and emerging computer hardware and component technology and software development and engineering methodologies to embedded computer resources and software support systems where precedents and guidelines are often lacking.

• Provides technical, analytical, high level planning, and programming support to the 7th SC(T), and the subordinate Brigade Commanders in implementing the Army CONUS portion of the Department of Defense Information Network (DODIN).

• Performs duties as a network engineer.

• Analyzes hardware and software specifications and establishes test requirements and validation procedures to measure performance quality and reliability in the acquisition and development of computer resource end-items for information systems.

• Evaluates budget implications of engineering designs and proposals.

• Coordinates with research and development organizations to simulate the experimental computer system in performing tradeoff studies. Analyzes Future Force concepts to determine the impact on network design from a bandwidth capacity and latency perspective.

• Reads and interprets policies and concepts required to standardize and minimize the number and types of computers and languages utilized in information systems.

• Maintains technical expertise in network hardware and software technologies to promote effective network system acquisition and post-deployment support.

• Prepares and directs the preparation of technical reports and presentations which cover in detail all facets and ramifications of assigned program technical efforts.

Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Applying advance computer network engineering concepts, methods, standards, and practices sufficient to develop and interpret policies, procedures, and strategies governing the planning and delivery of serviced areas; 2) Providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical computer network engineering issues; 3) Applying new developments to previously unsolvable network problems; 4) Making decisions or recommendations that significantly influence important agency IT policies or programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

• Knowledge of project management in computer network engineering

• Knowledge of computer network engineering principles and practices

• Knowledge of basic information systems policies to develop guidelines

• Skill in applying network systems management methods

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade, or equivalent, (GS-12).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:
Basic Qualification Requirements:

A. Degree: professional engineering. To be acceptable, the curriculum must: 1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET); or 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure; 2) Written Test; 3) Specified academic courses; or 4) Related curriculum
