About the role

JOB DESCRIPTION

Strategic PCB Sourcing Strategy

  • Lead PCB commodity strategy including cost optimization, supplier selection, technology roadmap, and risk mitigation across global/regional supply base
  • Maintain full ownership of PCB sourcing including rigid, flex, rigid-flex, HDI, and specialty PCBs (high frequency, thin core, etc.)
  • Drive BOM cost reduction through panel optimization, DFM, material standardization, and supplier consolidation
  • Develop and implement comprehensive PCB procurement strategy covering competitive landscape analysis, technology direction, supplier development, and pricing methodology
  • Perform detailed should-cost analysis and cost modeling for PCB RFQs during NPI and production phases
  • Lead supplier negotiations on pricing, terms & conditions, tooling costs, NRE, and payment terms to achieve best total cost of ownership
  • Manage critical PCB material shortages (CCL, copper foil, prepreg) and develop mitigation strategies for constrained supply situations
  • Collaborate & align selected Celestica’s PSL/s to business’s expectations so as to support product development, where as necessary
  • Support quick-turn prototype, NPI, and batch production requirements with appropriate supplier selection and expediting

PCB Supplier Management

  • Build and manage qualified PCB supplier network in Asia and North America to support design business worldwide
  • Act as primary interface with PCB suppliers for relationship management, business reviews, capacity planning, and technology alignment
  • Participate regular supplier audits covering quality systems, manufacturing capability, financial stability, and ESG compliance
  • Establish dual/multi-source strategies for critical PCB types to ensure supply continuity
  • Drive supplier performance improvement through KPI management: OTD, quality (PPM/DPPM), cost competitiveness, responsiveness
  • Handle PCB-specific escalations: quality issues, capacity constraints, lead time negotiations
  • Acts as primary interface with Celestica’s suppliers for all relationship managements, establishing business framework for transactions, performance reviews, business developments and supplier awards programs

Engineering & NPI Collaboration

  • Partner with hardware engineering teams on PCB design reviews, stack-up optimization, and DFM recommendations
  • Drive PCB cost impact analysis for ECO and design iterations
  • Support PCB material selection based on electrical requirements, reliability needs, and cost targets
  • Collaborate with quality teams on PCB incoming inspection criteria, FAIR, and AQL standards
  • Has frequent interaction with new product design team and manufacturing sites

Cross-Functional Leadership

  • Drive process improvements and implement best practices for PCB sourcing operations
  • Develop and maintain PCB sourcing tools: cost models, supplier scorecards, RFQ templates, commodity dashboards
  • Represent site/region in global PCB commodity team meetings and strategic initiatives
  • Influence cross-functional stakeholders (engineering, quality, operations, finance) to achieve sourcing objectives
  • Build internal and external relationships; maintain a strong network within the PCB industry
  • Lead development of IT tools for group, defines and standardize PCB sourcing business processes across sites/regions

Industry or Sector Experience

  • Minimum 3 years of PCB sourcing/procurement experience in EMS (Electronics Manufacturing Services) or ODM environment, preferably in SCM/ CM/ Sourcing organizations
  • Proven track record managing PCB supply base in Taiwan and/or China
  • Rich experience within the Manufacturing Industry. Essential to have EMS background so as can co-working with the site teams
  • Experience with full range of PCB technologies: multilayer (up to 50+ layers), HDI, rigid-flex, high-frequency materials
  • Demonstrated success in cost reduction initiatives and supplier development programs
  • NPI and prototype-to-production transition experience
  • Experience managing PCB spend of USD $50M+ annually (preferred)

PCB Technical Knowledge

  • Deep understanding of PCB manufacturing processes
  • Knowledge of PCB materials
  • Familiarity with IPC standards: IPC-6012 (rigid PCB qualification), IPC-6013 (flex/rigid-flex), IPC-A-600 (acceptability), IPC Class 2/3 requirements
  • Understanding of PCB cost drivers
  • Ability to read and interpret: Gerber files, fabrication drawings, stack-up documents, drill files, IPC data
  • Knowledge of PCB design constraints and DFM principles

Skills & Competencies

  • Advanced cost analysis capability: PCB should-cost modeling, price breakdown analysis, value engineering
  • Strong negotiation skills: proven ability to achieve 10-20% YoY cost reductions while maintaining quality and delivery
  • Data-driven decision making: proficient in BOM analysis, spend analytics, supplier performance metrics
  • Excellent communication and presentation skills: able to influence senior management and cross-functional teams
  • Problem-solving ability: handle complex supply chain issues, material shortages, quality escalations with systematic approach
  • Multi-tasking capability: manage multiple NPI projects, supplier negotiations, and production support simultaneously under tight deadlines
  • Strong knowledge of basic computer applications and the ability to learn and use multiple applications specific to this department including ERP and office systems
  • Demonstrated sense of urgency regarding Time-to-Market
  • Aware the key players & provide regular update to those related if any impact to the supply in the market

Education & Language

  • Bachelor's Degree or above in Electrical/Electronics Engineering, Materials Science, Commercial or related technical discipline
  • Mechanical/Industrial Engineering with strong electronics manufacturing background also considered
