About the role

Position Summary

Perform field investigations of City land-use to assess code compliance, business registration/license, and property maintenance ordinances; perform field inspections of occupied and vacant properties for possible code violations; issue notifications for all code violations; coordinate assigned activities with other City departments and outside agencies.

Essential And Supplemental Functions

Essential Functions: Essential functions may include, but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.

  • Conduct detailed field investigations to assess compliance with City ordinances; to include land use, business registrations/licenses, and property maintenance, for both occupied and vacant properties.
  • Review, analyze, interpret structural plans, site plans, and documentation to assess code compliance and identify critical elements for field investigations; review, analyze and interpret data associated with business applications and registrations.
  • Investigate requests regarding potential code violations, advising property and business owners on methods to achieve compliance with City codes, and providing clear explanations of applicable standards.
  • Prepare and present detailed reports on cases, including history, facts, photos, and other relevant information; represent the City in court proceedings for non-compliance cases.
  • Perform plans, property, and associated research to determine legal property descriptions, ownership details, and relevant ordinances.
  • Issue notifications to property owners or contractors regarding deficiencies, provide final notices of non-compliance, set time limitations, and issue follow-up correspondence.
  • Maintain awareness of new inspection codes and regulations within assigned area of inspection responsibility.
  • Prepare and present code compliance guidelines, standards, laws, and regulations to the public; advise property and business owners on the methods necessary to bring properties into compliance.
  • Serve as liaison between various City Departments, the business community, property owners and the public.
  • Maintain documentation, databases, and records related to citations and violations ensuring compliance; prepare a variety of written reports, memoranda, and correspondence.
  • May appear and/or testify in court proceedings or hearings related to violations of City code compliance.
  • Support Albuquerque Code Enforcement on various code compliance initiatives and issues; to include compliance of the Albuquerque Weed & Anti-Litter Ordinance, the Business Registration/License Ordinance, Clear Sight Triangle standards, and other applicable rules and regulations.

Supplemental Functions

  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of code compliance, inspection codes, building codes and ordinances.
  • Attend meetings, seminars, and training programs.
  • Perform related duties and responsibilities as required.

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Associate's degree from an accredited college or university; and two (2) years of experience in any combination of the following areas:

  • Property or code enforcement
  • Building construction
  • Construction management
  • Zoning enforcement to include inspections involving investigations, interpreting code, and ordinance violations
  • Housing inspection, management, and maintenance

Additional Requirements

Experience in government preferred.

Possession of a valid New Mexico Driver's License, or the ability to obtain by the date of hire.

Possession of a City Operator's Permit (COP) within six (6) months from the date of hire.

Working Conditions

Environmental

Office and construction site environment; travel from site to site; exposure to computer screens, heat, cold, inclement weather conditions; exposure to potentially hostile environments.

Physical

Essential and supplemental functions may require maintaining physical condition necessary for kneeling, stooping, crawling, walking, standing or sitting for prolonged periods of time; operating motorized vehicles. May require the use of personal protective equipment, such as hard hats, high-visibility clothing, masks, or respirators, depending on the inspection site conditions.
