Civil Engineer

Duties

Oversees, monitors, and prepares engineering drawings for inclusion in design data, ensuring the submittals follow the requirements and format stipulated in ReclamationManual/Instructions.

Prepares and/or reviews preliminary design data and estimates, topographic maps, aerialphotographs, foundation and structural data, hydrologic data, environmental considerations, right-of-way requirements, waste and borrow areas, and utility crossing agreements, for compliance with goals and objectives and advises others on the design team in proper interpretation and application of the design data.

Utilizes AutoCAD Civil 3D and other engineering software to prepare designs as well as standard Microsoft Office products to prepare and present design specifications and supporting documentation and data.

Prepares final designs for project features involving different sites, sizes and layouts of a variety of structures such as buildings, canals, canal and river intake structures and headworks, tunnels, pipelines, siphons, pumping plants, water treatment plants, dams, diversion dams, bridges, irrigation systems, sewage and waste treatment and disposal facilities, roads, recreational facilities, drainage facilities and related works and systems for erosion, flood control and for salvage and efficient use of water to be constructed, which may include drawings, sketches, computations,a work statement or specifications, a bid schedule, and a government cost estimate.

Develops, oversees and monitors geographic information system (GIS) for use internally and externally by others. Identifies and compiles field data from a variety of sources and incorporates this information into the GIS.

Coordinates utilization of GIS with AutoCAD Civil 3D and other engineering software to prepare engineering designs or hydrologic models as well as standard Microsoft Office products used to prepare and present design information, documentation and data.

Compiles and prepares engineering information and data relating to design changes due to unforeseen field conditions encountered during construction. Reviews contract specifications and prepares and compiles the necessary comments and information for solution of design problems and, if required, prepares final designs.

Qualifications

Basic Education Requirement:
**Basic Requirements:**A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience - college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent any other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rate eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in various States, the District of Columbia, Guam and Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.
4. Related curriculum - Successful completion of a curricum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g. physics, chemistry, architecture, computer science, mathematics, hydrology or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g. in interdisciplinary positions. (The above examples of related curricula are not all-inclusive).

In addition to meeting the basic education qualification requirement described above, applicants must possess the following:

Specialized Experience: Specialized experience must demonstrate the applicant has been equipped with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is directly related to the work to be performed.

To qualify for the GS-09 applicants must have at least one year of specialized experience equivalent in difficulty and complexity to the GS-7 level in the Federal service. Examples of qualifying specialized experience at GS-9 level include (at least 3 of the following): Collecting and processing design data including map development; reviewing and assisting in the preparation of construction specifications and drawings; assisting in the analysis of estimates, submittals, and proposal recommendations; writing draft technical analysis and correspondence; assisting in the preparation of drawings for final right-of-way acquisition and design data reports; assisting in developing and tracking project budgets and schedules; and preparing GIS drawings and maps. OR experience can be substituted with two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

To qualify for the GS-11 applicants must have at least one year of specialized experience equivalent in difficulty and complexity to the GS-9 level in the Federal service. DEFINITION OF SPECIALIZED EXPERIENCE - Examples of qualifying specialized experience at GS-11 level include (at least 4 of the following): Collecting and processing design data including map development; reviewing and preparing construction specifications and drawings; analyzing estimates, submittals, and proposal recommendations; writing technical analysis and correspondence; preparing drawings for final right-of-way acquisition and design data reports; using project management tools to develop and track project budgets and schedules; and preparing GIS drawings and maps. OR experience can be substituted with three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

Education

This position has a mandatory education requirement; you must furnish a copy of your transcript of college work completed (unofficial copy is acceptable). Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in you being rated not qualified for the position.
