About the role

Duties

Oversees the consolidation of lower level annual and multi-year budget estimates and justifications for assignments.

Provides budgetary guidance to managers, supervisors, and program coordinators in the analysis, interpretation, and projection of data for their programs.

Leads the development and coordination of the out-year budget justifications, AWPs and quarterly performance review submissions and formulates budget estimates for NOC’s labor and operations.

Interprets and analyzes directives, strategic plans and policies as they relate to budget operations and oversees the development of supplemental directives.

Works with NOC Division Chiefs to analyze and execute Planning Target Allocation (PTA) and Annual Work Plan (AWP) allocations and directives.

Extracts and analyzes data from a number of financial management reports in order to identify needs, make projections, and ensure compliance with approved program and budget plans.

Makes recommendations on reprogramming actions based on analysis of organizational funding mixes and resources required to support varied levels of program operations.

Provides leadership and coordinates the preparation and analysis or explanatory narratives between different offices and the National Operations Center for specific responses needed at PTA, AWP midyear, 3rd quarter and EOY.

Prepares replies to inquiries made by the Department and other state offices; reviews and analyzes such material, if relevant to the fiscal outlook of the organization.

Oversees and conducts special analytical studies to support organizational and management needs.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-13) of the position to be filled. Examples: Experience analyzing and interpreting high level policy on budget issues; preparing and submitting current and out-year budget needs for a state or district level organization to headquarters level; implementing and monitoring the budget; planning and workload management as well as analyzing financial reports.
