Duties
The primary purpose of this position is to provide management oversight and guidance for both budget formulation and budget execution according to the Resource Management System (RMS). The incumbent is recognized as the top technical authority regarding fiscal and budgetary policy, law, and regulatory guidelines for all organizations serviced by the Wing Budget Office. The incumbent fosters an environment conducive to teamwork among resource managers and decision-makers in meeting the objectives and goals of the Resource Management System. This incumbent accomplishes budget functions in support of state and federal Air National Guard operations, training, and readiness missions, and the contingency operations of its total
force and joint service partners.
Qualifications
GENERAL EXPERIENCE: All series personnel must be certified at the next higher grade-level before being eligible for grade promotion to that level; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a Series validated understanding of the complex principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: To qualify for the GS-0560-12 (PD#D1678000) Non-Supervisory Position, the candidate must be eligible for entry into the position's financial management certification career program based on the position's GS-grade and/or the candidate's military rank before final approval and appointment is processed. A candidate must have at least 36 months of finance budget experiences and competencies that provided in-depth knowledge of financial principles and procedures. Candidate must have a comprehensive understanding of the principles and concepts of the National Guard financial budget business program requirements. A candidate must have expanded experiences and training that demonstrates the abilities to lead, follow directions, read, retain, and understand a variety of instructions, regulations, policies and procedures.

MILITARY REQUIREMENTS: Military skill set is determined by AFSC requirements. Upon selection, individuals must be assigned to a compatible military AFSC in accordance with statutes and National Guard Bureau regulations, guides and must obtain/maintain all requirements of the AFSC.

Military Grades: This position is only open to those who are eligible to commission in the Wisconsin Air National Guard or O-1 through O-3.
Education
An undergraduate degree from an accredited college/university is mandatory.
