Duties

THIS IS A PERMANENT POSITION

This position is located in the JFHQs directorate or division level office. The purpose of this position is to serve as the analyst and consultant for the management and administration of budget programs within the directorate/division. Serves as key coordination point for all budget requirements. This work requires knowledge and skill in the application of financial management, related laws, regulations, policies, acquisition, precedents, methods, and techniques of budget analysis and funds management.

Qualifications

GENERAL:  Must be certified at the next higher level before being eligible and must have a minimum of one year on-the-job experience. Must have a validated understanding of the basic principles and concepts of the occupational series and grade.

AND

**Army National Guard Officer:**Army National Guard Second and First Lieutenants must be actively pursuing an undergraduate degree with at least 90 validated credit hours in a specified program. For Captains and above, must have an undergraduate degree from an accredited college/university.

OR

**Army National Guard Enlisted:**Must have a high school diploma or general education development (GED) diploma. An under-graduate degree from an accredited college/university is optimum.

Budget Analyst, GS-0560-09: Must be eligible for entry into the position's financial management certification career program based on the position's GS-grade and/or the candidate's military rank before final approval and appointment is processed. Must have at least 12 months of finance budget experiences and competencies that provided knowledge of financial principles and procedures. Must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements. Must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.

***As a condition of continued employment in the GS-0560-09 position, dependent on the position's certification level and contingent on the employee's military rank, the employee must complete the higher financial management certification within 24 months of appointment to the position.***

OR

Substitution of Education for Specialized Experience: To qualify for GS-0560 dual status technician positions on the basis of completed under-graduate or graduate education, the college degree education must be in one of –or– be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Technician applicants, who completed the Army or the Air Force Financial Technical School course and were awarded the applicable and compatible military skills, are considered minimally qualified for the GS-09 entry-level position; however, qualifications must be demonstrated on resume.

KNOWLEDGE, SKILLS, AND ABILITIES: The following knowledge's, skills, and abilities will be used by the selecting officials to determine the best qualified applicants from which selection will be made:
  1. Knowledge of the missions, functions, goals, objectives, work processes, and sources of funding

  2. Knowledge of commonly used budgetary methods, practices, procedures, regulations, precedents, policies, and other NGB and state level guides.

  3. Knowledge of sources of factual information about the programs and finances of the organization's budget.

  4. Knowledge of budget formulation processes to forecast annual revenues and expenses of assigned funds and to enter/adjust information in forms and schedules in acceptable budget formats (e.g., showing fund assets and liabilities).

5. Knowledge of budget execution processes and practices to determine whether obligations, expenditures, and requested allotments are within funding limitations in the approved budget.

6. Knowledge of automated data processing concepts and systems capabilities to accomplish assigned budget functions.

*CREDITING EXPERIENCE:  NATIONAL GUARD SERVICE MAY BE CREDITED AS FULL-TIME EXPERIENCE WHEN EVALUATED AGAINST THE QUALIFICATION REQUIREMENTS FOR A MILITARY TECHNICIAN POSITION.  EXPERIENCE MUST BE DIRECTLY RELATED TO THE POSITION AND MUST BE DESCRIBED IN THE WORK EXPERIENCE SECTION OF THE APPLICATION AND/OR résumé. THE LEVEL OF EXPERIENCE IS DETERMINED BY THE ACTUAL DUTIES AND RESPONSIBILITIES PERFORMED.  BE DESCRIPTIVE, A SIMPLE LIST OF JOB TITLES AND DATES WILL NOT SUFFICE.

AS A GENERAL RULE, ONE QUARTER COLLEGE CREDIT HOUR EQUALS .67 SEMESTER COLLEGE CREDIT HOUR.

For example, to compute the number of semester hours an applicant earned, after he/she successfully completed 36 quarter credits in accounting discipline courses by:

  1. Use the data point of .67 to compute Quarter Hours into Semester Hours:

36 Quarter Hours X .67 Semester Hour = 24 Semester Hours.

OR

  1. May compute the number of semester hours an applicant has earned, after he/she successfully completed 36 quarter credits in accounting discipline courses:

36 Quarter Hours /1.5 = 24 Semester Hours.
