About the role

Duties
As a Budget Analyst you will:

  • Perform a variety of budgetary and administrative functions.
  • Prepare the annual budget estimate for assigned activities.
  • Formulate budget estimates.
  • Track expenditures throughout the execution phase of the annual operating budget.
  • Devise procedures to implement budgetary processes.
  • Prepare a variety of reports covering the status of funds, expenses and obligations.
  • Serve as point of contact for coordination of budgetary matters.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized experience at the GS-09 is defined as: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Responsible for performing a variety of budgetary and administrative functions; developing budget estimates; and monitoring and tracking obligations and expenditures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Specialized experience at the GS-11 is defined as: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Responsible for performing a variety of budgetary and administrative functions; developing budget estimates; monitoring and tracking obligations and expenditures; and analyzing budgetary information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Knowledge of Budgetary Functions
  • Ability to Analyze Budgetary Information
  • Ability to Plan and Organize Work
  • Ability to Communicate Effectively

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-07 grade (or equivalent) for the GS-09 or 52 weeks of Federal Service at the GS-09 grade (or equivalent) for the GS-11.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:

Education Requirements at the GS-09 level: a Master's degree or equivalent degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (NOTE: You must attach a copy of your transcripts.) OR

Combination of Education and Experience at the GS-09 level: possess the specialized experience as described at the GS-09 level, but less than one year; and more than one year but less than two years of the required education described at the GS-09 level. Only graduate education in excess of the Master's level (beyond 36 semester hours) can be used when combining education and experience. For full-time education, the number of months beyond the second year is divided by 18 to obtain the percentage; and the number of months of specialized experience (equivalent to GS-09) is divided by 12. These two percentages are then added together and need to total at least 100% in order for the applicant to qualify.

Education

Education Requirements at the GS-11 level: a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (NOTE: You must attach a copy of your transcripts.) OR

Combination of Education and Experience at the GS-11 level: possess the specialized experience as described at the GS-11 level, but less than one year; and more than one year but less than two years of the required education described at the GS-11 level. Only graduate education in excess of the Master's level (beyond 36 semester hours) can be used when combining education and experience. For full-time education, the number of months beyond the second year is divided by 18 to obtain the percentage; and the number of months of specialized experience (equivalent to GS-09) is divided by 12. These two percentages are then added together and need to total at least 100% in order for the applicant to qualify.
