About the role

Duties

As a Budget Analyst 0560-02 you will serve as the squadron's Resource Advisor, performing a variety of budget functions.  You will also:
-Perform budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates.

-Perform budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct and reimbursable annual, multi-year and no-year appropriations; apportionment, allotments, refunds.
-Provide advice, insight, assistance and guidance on budgeting and related information.

-Conduct analysis, review, and studies of budget related information.
-Use Automated budgetary, accounting and finance, and standard operating software systems and computer generated products in accomplishing budgeting assignments.

 

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required.

General Experience:  You must have 3 or more years of progressively responsible general experience, 1 year which was equivalent to the next lower grade (GS-04), pay band (NH-01) or equivalent. Examples of creditable general experience include experience that equipped me with the knowledge, skills, and abilities to perform successfully the work of the position, and they are typically in or related to the work of the position to be filled. General Experience demonstrated the ability to (1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; (2) Plan and organize work; and (3) Communicate effectively orally and in writing.

**OR EDUCATION SUBSTITUTION:Successfully completed education 4-years above high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education has been obtained in an accredited business, secretarial or technical school, junior college, college or university.

COMBINING EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of commonly used budgetary methods, practices, processes, procedures, regulations, precedents, policies and other guidelines.
  2. Knowledge of missions, functions, goals, objectives, work processes and sources of funding pertinent to Air Force and installation programs/organizations/missions.
  3. Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
  4. Knowledge of automated data processing concepts and financials systems capabilities to accomplish budget/funding tasks.
  5. Skill in the application of analytical methods and techniques (e.g., cost-benefit analysis, activity based costing (ABC), zero based budgeting (ZBB), amortization, depreciation and pro-rating revenues and costs among customers), to analyze and evaluate the effects of changes in program plans and funding.
  6. Skill in formulating, justifying, and/or executing multi-year budgets for assigned organizations/programs.
  7. Ability to gather, assemble, and analyze data to prepare budget estimates, develop and determine alternatives and make recommendations to resolve budget/funding problems.
  8. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

VOLUNTEER WORK EXPERIENCE:  Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).  Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
