About the role

Duties

The selectee will serve as a Budget Analyst in the Office of Investigations, International Programs Division. Typical work assignments include:

  • Performing a wide variety and the full range of complex analytical and administrative duties related to budget formulation, execution, justification, and presentation.
  • Preparing the annual budget; developing policies, procedural instructions, and formats to assist program managers in planning and estimating funding needs and requirements. Recommending strategies for long-range funding policies and procedures.
  • Serving as a Budget consultant and expert for assigned organization(s) and program area(s) to assure plans and schedules are in accordance with stated objectives and requirements. Conducting complex studies and projects that impact all phases of the budget process, as requested. Interpreting budgetary policies, coordinating and planning budget services, management of resources, and forecasting budgetary trends and activities.
  • Providing advice and assistance to managers in the development and presentation of budget requests; drafting and issuing interpretations of the Office of Management and Budget (OMB) and departmental budgetary guidance. Researching, summarizing, and compiling data involving obligations, expenses, and object class/line item information and preparing recommendations and reports.
  • Providing budgetary adjustments and developing complex strategies, narratives, and statistical materials for the Federal budget and programs use by senior management officials.

Qualifications

GS-13: You qualify for the GS-13 level if you possess one year of specialized experience at the GS-12 level performing duties such as: formulating, executing, justifying, and presenting budget estimates; determining funding trends and needs; providing interpretation of policies, procedures and processes; preparing financial plans and periodic review of an agency’s or organization's financial status; reviewing documents that would obligate funds to determine funds availability; coordinating and planning budget services, management of resources, and forecasting trends and activities; and preparing recommendations and reports.

National Service Experience (i.e., volunteer experience) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. Qualifications Must Be Met: The qualification requirements listed above must be met by the closing date of this announcement.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
