Budget Analyst

About This Role

This Budget Analyst position is in the Office of the Chief Financial Officer, specifically within the Budget Division. The role involves reviewing and developing cost factors, revising budget plans and policies, and interpreting financial policies for key officers.

Responsibilities

• Review and develop cost factors, ratios, tests, and other means of evaluating the status of funds for assigned areas of responsibility
• Revise plans, policies, guides, and evaluate the development and interpretation of methods and procedures for budget execution
• Provide authoritative interpretation of OMB and GAO policies and instructions on those policies to the Budget Officer, Financial Manager, and the Chief Financial Officer
• Plan, assign, coordinate, and review team assignments
• Provide input on performance appraisals of budget analysts

Requirements

• GS-14: One year of specialized experience at the GS-13 level performing duties such as formulating and/or monitoring the execution of long-range detailed forecasts and plans to fund programs and projects; reviewing funding requests; determining availability of funds; applying principles of funds certification to purchase requests and interagency agreements
• National Service Experience (i.e., volunteer experience) in programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social)
• Time-in-Grade: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service
• Qualifications must be met by the closing date of this announcement
• Disclosure of current or former political appointee status (Schedule A, Schedule C, Non-career SES, or Presidential Appointee employee in the Executive Branch within the last 5 years) to the Human Resources Office
