About the role

Duties

Major Duties: As a Budget Analyst, NH-0560-03, with the 412 TEST WG organization, you will serve as a principle/lead budget analyst under the direction of a Financial, Funds, or Business Manager in various organizational budget offices, Test Program Business Offices, or Financial Management Offices. You will provide financial decision support and perform a variety of financial management functions involving planning, programming, formulations, justification, execution, and analysis of budget and economic and cost analysis studies for Air Force programs. You will also:

  • Interprets and responds to budget calls and other requests for financial planning information.
  • Determine adequacy of justification and adherence to regulations, guidance, and instructions for financial requirements and estimates submitted by subordinate organizations and customers.
  • Conduct recurring reviews and studies of financial plans and measure actual progress of obligated funds against established objectives.
  • Prepare and present recurring briefing information on organizational funding programs for presentations both internal and external to the organization.
  • Conduct budget-related training for functional organization and/or program managers in assigned organizations.

Qualifications

Specialized Experience: You must have one year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (GS-11), pay band (NH-02) or equivalent. Specialized experience is described as performing, advising on, or supervising work in any of the phases of budget administration when such work requires knowledge and skill in applying budget-related laws, regulations, policies, precedents, methods, and techniques; ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems; skill in applying analytical methods and techniques (e.g. cost benefit analysis, amortization, depreciation, proration, etc), mathematical and statistical analyses.

Knowledge, Skills and Abilities (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of budgetary methods, practices, procedures, regulations, policies, and processes.
  2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations.
  3. Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
  4. Knowledge of automated data processing concepts and systems capabilities to accomplish budget funding tasks.
  5. Skill in the application of analytical methods and techniques (e.g. cost-benefit analysis, ZBB, amortization, depreciation, and prorating revenues and costs among customers), mathematical and statistical analyses, unit cost techniques, earned value and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding, unit cost and conduct economic and cost studies/analyses.

Part-Time or Unpaid Experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

Volunteer Work Experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
