Overview We are seeking an experienced Technical Lead to join an enterprise Application Portal team, supporting a portfolio of more than 30 business applications.
This role will provide technical leadership across BAU support, application enhancements, project delivery, and incident management. The successful candidate will work closely with business and functional stakeholders in Japan while coordinating with an offshore development team.
This is a strong opportunity for someone who combines a solid technical background with leadership, stakeholder management, and bilingual communication skills. While technical knowledge is important, the role is focused more on technical oversight and coordination than day-to-day hands-on development.
Key Responsibilities
- Provide technical leadership and oversight across a portfolio of 30+ applications.
- Support BAU activities, application enhancements, project delivery, and incident resolution.
- Work closely with Business Systems Analysts (BSAs), Functional Analysts (FAs), and other internal stakeholders to understand requirements and translate them into technical solutions.
- Lead and coordinate an offshore development team of approximately five members, providing technical direction and ensuring effective delivery.
- Review technical approaches and provide guidance on application architecture, development standards, and implementation.
- Support the ongoing modernization of the application portfolio, including the migration of applications from Java 17 to Java 21.
- Collaborate with stakeholders across both Japanese and English-speaking environments.
- Provide technical input during production incidents and coordinate with relevant teams to drive issues through to resolution.
- Support the adoption and implementation of cloud technologies across the application portfolio.

Experience With Microsoft Azure Is Highly Preferred. For one of the available positions, candidates with a strong Azure/cloud engineering background may be considered even if their primary programming experience is outside of Java.
Required Experience & Skills
- Proven experience as a Technical Lead, Lead Engineer, Application Lead, or similar technical leadership role.
- Strong understanding of enterprise application development and support.
- Experience working within a Java / Spring Boot environment is highly desirable.
- Experience with Microsoft Azure or similar cloud technologies.
- Ability to provide technical leadership without needing to be heavily involved in day-to-day coding.
- Experience coordinating or leading offshore development teams.
- Strong stakeholder management skills, with the ability to work effectively with both technical and non-technical stakeholders.
- Experience supporting applications across BAU, projects, enhancements, and production incidents.
- Strong communication and problem-solving skills.
Language Requirements This is a bilingual position, with approximately 50% of internal communication conducted in Japanese.
Candidates should be comfortable communicating directly with native Japanese-speaking stakeholders in a professional environment.
- Japanese: Business level / approximately JLPT N2 or above
- English: Professional working proficiency
Ideal Candidate The ideal candidate is someone who can operate as the technical bridge between business stakeholders and development teams.
You will be comfortable discussing requirements with Japanese stakeholders, providing technical direction to offshore engineers, and taking ownership of technical delivery across a broad application portfolio.
A combination of technical credibility, communication skills, leadership capability, and cloud experience will be particularly valuable in this position
