About the role
[What the role is]
o Oversee the 24/7 Jurong Island Operations Centre (JIOC) and provide guidance to a team of Duty Commanders and outsourced security officers to ensure checkpoint operations continue undisrupted.
o Oversees initial Incident Management by Duty Commanders for safety and/or security-related incidents at the checkpoint and/or within Jurong Island. Should the need arise, be able to respond on-site (24/7) to direct operations.
o Review Standard Operating Procedures (SOP) and other security-related directives of JIOC to ensure instructions are clear and updated in line with threat assessments, statutory requirement of the Infrastructure Protection Act (IPA) 2017, Protected Areas and Protected Places (PAPP) Act, and kept up to date with system enhancements and introduction of new technology.
o Develop new SOPs and directives when required.
o Ensure SOPs are validated through regular training exercises for the security officers, at times involving government agencies and Jurong Island companies.
[What you will be working on]

Ensure checkpoint security officers are adequately trained so that they can respond swiftly and efficiently to incidents at the checkpoint and within Jurong Island. Oversees the scheduling and conduct of training for the security officers, which may involve external government agencies and Jurong Island tenant companies.

Conduct regular meetings with the management of outsourced security service providers, to discuss on security officers’ performance in line with key performance indicators, review and guide improvement to work processes through innovative solutioning and adoption of technology.

Able to work with government agencies, for example Singapore Police Force, Singapore Civil Defence Force and Singapore Armed Forces, to develop Joint SOPs, conduct Joint Exercises, and discuss on safety and security matters.

Conduct preliminary investigations into feedback and complaints received relating to Jurong Island security operations and recommend improvement to the work processes and procedures where necessary to enhance a positive experience at the checkpoint and within Jurong Island.

Coordinate and facilitate construction, installation and maintenance works within JIOC and checkpoint to ensure checkpoint operations continue undisrupted.

Able to do shift work to cover Duty Commander duties at JIOC when required. Be au fait with all operating systems, SOPs, incident management and incident reporting roles.

Able to take on additional responsibilities in project management as directed by JISOD.
[What we are looking for]
- Good communication and report writing skills
- Possesses good analytical and leadership skills for effective incident management
- Able to lead a team of Duty Commanders and outsourced security officers who are performing shift duties
- Able to do shift work as a Duty Commander, when required
- At least 3 to 4 years of experience in security planning and operations, including developing of SOPs and other security work processes
