About the role

Duties

• Serves as the Assistant Commissary Officer, responsible for all store administration functions, fully sharing in the overall management, direction and control of the commissary. • Analyzes a variety of management reports to determine efficiency of operation and to recommend or implement changes. • Develops budget estimates & monitors program obligations and expense targets. • Acts as store sanitation coordinator, establishing controls for prevention of pilferage and ensures that sanitation, safety and security precautions are observed. • Responsible for all personnel functions within the commissary, such as staffing, recruitment and the development of performance standards. Promotes DeCA goals and objectives of the EEO and Affirmative Action Program. • Represents the commissary at a variety of commanders meetings, such as the Commissary Advisory Council and Base Civil Engineering meetings. • Monitors surveys, customer service training & customer’s suggestions and ideas.

To qualify for this position, applicants must possess one year of specialized experience equivalent to the GS-11 grade level by the closing date of this announcement. Specialized experience may not be substituted with education at this grade level.

Specialized Experience is defined as experience that demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management; and developments in commercial retail food store items, equipment, and practices.

Examples of specialized experience include: Managing a commissary store or supermarket; managing a department in a retail food store; planning, standardizing or control operations in an assigned group of retail food stores; developing, interpreting or applying policies, procedures and operating standard for use in a retail store; or providing technical advice on merchandising and operational matters pertaining to grocery, meats, and produce supplies.

In addition to meeting the qualifications outlined above, you must also meet the following requirements:
Time-in-Grade: Current or previous federal employees must have held a permanent appointment in the competitive or excepted service for a minimum of 52 weeks at the GS-11 (or equivalent) level to be eligible for the position by the closing date of the announcement. Time after competitive appointment: Candidates applying under merit promotion must have completed three months of civilian service after a competitive appointment by the closing date of the announcement. Education

Appropriate education may be substituted for or combined with experience. This education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See for more information.

To be creditable, education must be in a major field such as business administration, public administration, agricultural economics (food industry management), or other fields related to the position. The education must have equipped the applicant with the knowledge and ability to perform the work of the position. This would be evidenced by on-the-job training in food retail management or in internship or practicum in food retail management.
