Duties
Serves as the Army Substance Abuse Program Manager with responsibility for Employee Assistance Program (EAP), Prevention Education, Suicide Prevention/Risk Reduction Program, and Drug Testing Programs.
As an Alcohol and Drug Abuse Program (ASAP) Manager you will:
- Plan, develop, implement, and direct a comprehensive substance abuse prevention program for an installation
- Provide a full range of prevention, identification, rehabilitation, and employee assistance services to active duty personnel, retired military personnel, federal civilian personnel and their dependents
- Establish program goals, objectives, internal operating policies, and coordinating with appropriate military and or civilian personnel
- Provide employee assessment, problem identification, and short term counseling/intervention related to substance abuse
Qualifications

BASIC REQUIREMENT:
Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Experience required (in addition to the Basic requirement): To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: (1) Experience conducting effective preventive education to managers; (2) Experience coordinating counseling efforts with mental health professionals or other health professionals; 3) Experience providing clients or family members with information about addiction issues and about available services or programs; (4) Experience assisting with implementing a substance abuse prevention program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
- Knowledge of Behavioral or Social Sciences
- Knowledge of Substance Abuse Program and Development
- Ability to Manage Personnel
- Skill in preparing budgetary data
- Skill in Conducting Evaluative procedures
- Skill in communicating effectively
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-11 grade (or equivalent).
