About the role
Duties
- Serves as an Airway Transportation System Specialist, Team Lead, with real-time responsibility for monitoring and oversight of current and future FAA Hosted Application Services within the Network Enterprise Management Center (NEMC).
- Such services and systems collect, process, store and disseminate textual aviation weather products and Notice to Airmen (NOTAM) information between National Airspace System (NAS) systems, commercial airlines, military, and other external users, 24 hours a day. Current services include, but are not limited to: NADIN Message Replacement (NMR), Aeronautical Message Handling System (AMHS), Automated Weather Observation System (AWOS) Data Acquisition System (ADAS), Bandwidth Manager (BWM), and Weather Messaging System Replacement (WMSCR or WMSCR-Linux).
- Maintains the highest degree of technical/program knowledge on application services hosted within the NEMC. Responsible for oversight of application maintenance and/or integration for multiple systems and services. Independently resolves application related issues that may arise.
- Acts as a senior technical authority for activities surrounding services distributed by the NEMC. Recognized as the principal expert for the development and management of workable solutions when anticipated/unanticipated situations adversely affect the operations of hosted services. Performs as primary point of contact and represents the NEMC on matters associated with maintenance control activities, oversight of system applications, and customer concerns. Technical decisions are considered authoritative in operational situations.
- Provides timely upward reporting of NAS events. Conducts extensive coordination and integration involving various complex and critical aviation technical issues. Coordinates with air traffic authorities, maintenance control centers, specialists at the service area, regional and headquarters levels, as well as with external airport authorities, vendors, and international organizations. Quickly assesses and acts to restore NEMC services with minimal impact to the NAS during an unscheduled event. Performs quality control measures to ensure efficiency of operations and integrity of the NAS. Provides summary reporting and performance analyses of the NAS. Provides oral and written briefing status of an operational impact to the NAS to the National Operations Control Center (NOCC).
- Maintains proficiency and a high level of technical expertise on legacy and newly developed services associated with the systems within the NEMC. Work requires maintaining technical expertise on complex systems and/or emerging technology, systems/services interrelationships and management of the NAS. Applies comprehensive technical knowledge in accordance with FAA Orders and Policy to maintain and protect the integrity and safety of all components and systems for NAS delivery. Provides organizational level of technical support associated with analyzing, designing, developing, installing, repairing, maintaining, modifying, or evaluating the systems and services emanating from the NEMC that supports NAS operations.
- Applies experience and comprehensive technical knowledge, as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical or operational processes designed to improve operational efficiency. Plans, coordinates, and performs work with a high degree of independence, keeping organizational management advised of the critical issues or events affecting the NAS. Provides guidance to lower-level staff on how to resolve operational issues. Resolves most technical problems without managerial intervention.
- Demonstrates a wide range of human relations/interpersonal skills needed to be successful leading a group of people and in dealing with customers both internal/external to the agency. Provides 24/7 operational support with rotating shifts. Duties have a direct impact on the NAS.
Qualifications
To qualify for this position, candidates must show experience at the level of difficulty and responsibility that is appropriate to the position. Experience that demonstrates an extensive knowledge of and experience in technology system interrelationships, and management of civilian or military automated aviation, navigation, and electronics systems. Generally, experience at the next lower level pay band I/level IV or FG/GS-13 or equivalent, meets the minimum qualifications for this position as long as the experience supports the demonstrated abilities identified below.
Examples of specialized experience for this position include:
- Possess specialized operational experience in NEMC hosted application services, such as NMR, AMHS, and WMSCR.
- Possess specialized network and infrastructure experience on the following systems/services: Bandwidth Manager, ADAS
- Maintains superior technical/program knowledge on services in order to critique, analyze, and independently resolve application related issues that arise.
